Job Overview: The Governance, Risk and Compliance Specialist (Manager) position is a critical role within the Governance, Risk and Compliance (GRC) team of the Supply Chain Management Unit (SCMU). This position is responsible for leading the GRC function, providing strategic advice to senior management on governance, risk management, internal controls, compliance, and organizational performance. The Specialist will work closely with various stakeholders, including other SCMU colleagues, the Office of the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director, and external partners, to implement and oversee the governance and compliance framework of UNFPA's supply chain operations. The role is pivotal in fostering a culture of risk management and ensuring the integrity and quality of supplies and services within the supply chain.
Duties and Responsibilities: The Governance, Risk and Compliance Specialist (Manager) will be responsible for maintaining and improving the integrated GRC framework for SCMU, which includes governance, enterprise risk management, internal controls, compliance, and assurance. Key responsibilities include defining and maintaining standards for monitoring and evaluating the quality of products and services, proactively detecting supply chain-related risks, managing SCM activities across organizational levels, providing oversight of governance processes, coordinating with internal and external audit functions, and developing capacity-strengthening initiatives. The Specialist will also champion UNFPA's supply chain thought leadership, contribute to partnerships and resource mobilization, and represent UNFPA in relevant meetings and initiatives.
Required Qualifications: Candidates must possess an advanced university degree in Supply Chain Management, Risk Management, Business Administration, Law, Public Health, or related fields. Additional qualifications such as certifications in supply chain management, project management, and risk management are highly desirable. Candidates should have advanced knowledge of governance, risk management, internal control, and compliance frameworks, as well as legal and regulatory principles relevant to organizational governance. Familiarity with international quality standards for health commodities and experience in technical evaluations and quality control are also important.
Educational Background: An advanced university degree is required for this position. An advanced degree in Supply Chain Management, Risk Management, Business Administration, Law, Public Health, or related fields is preferred. Additional certifications in supply chain management, project management, and risk management are considered assets.
Experience: A minimum of seven years of progressively responsible experience in supply chain-related Governance, Risk, and Compliance (GRC) at the international level is required. This experience should include work with international NGOs, donors, or regulatory bodies, with a focus on governance, risk management, and compliance. Candidates must have at least two years of hands-on experience in development or complex humanitarian environments, as well as one year of experience in global security" style="border-bottom: 1px dotted #007bff !important;">security-risk-management" style="border-bottom: 1px dotted #007bff !important;">security risk management. Experience in managing teams, particularly in remote or matrix organizational structures, is also required.
Languages: Fluency in English is mandatory for this position. A working knowledge of another official UN language is considered an asset.
