Job Overview:
The Project Manager (Infrastructure) is tasked with the effective delivery and management of infrastructure projects, which may involve constructing physical assets or technical outputs across various sectors such as education, health, transportation, irrigation, and port infrastructure. The role requires coordination with donors, partners, and beneficiaries to ensure alignment with contractual commitments and UNOPS performance standards. The Project Manager is responsible for ensuring that project outputs are delivered within agreed tolerances of time, cost, scope, quality, risk, and benefits, thereby playing a crucial role in transforming communities and driving sustainable development.

Duties and Responsibilities:
The Project Manager will develop, complete, and update the project implementation plan, ensuring that the approved plan is implemented within the tolerances set by the Project Board. This includes establishing milestones, developing infrastructure designs, and coordinating design reviews. The Project Manager will embed sustainability dimensions into the project lifespan, manage the production of required outputs, and ensure compliance with quality requirements. Responsibilities also include liaising with external suppliers, monitoring project progress, controlling variances, and advising senior management on mitigating measures against project risks. The role involves maintaining project documentation, managing reporting obligations, and ensuring adherence to local laws and regulations. The Project Manager will also develop stakeholder engagement strategies, coordinate communications, and ensure effective timing and interdependency management of project activities. Quality assurance, knowledge management, and personnel management are also key components of the role, requiring the Project Manager to create a learning environment, lead the project team, and ensure safety and security for all project personnel.

Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in civil, water, electrical, mechanical, structural, or other applicable engineering disciplines with at least 7 years of relevant experience, or a Master’s degree (or equivalent) in the same fields with a minimum of 5 years of relevant experience. Project management certification (e.g., PRINCE2, PMI, PEng, CEng) is desired but not mandatory. Candidates should have relevant experience in implementing and managing infrastructure projects, knowledge of infrastructure quality assurance methodologies, and experience in managing project risks in a multi-stakeholder context.

Educational Background:
A Bachelor’s degree in relevant engineering disciplines is required, with a Master’s degree being preferred. The educational background should be complemented by substantial experience in project management and infrastructure development.

Experience:
Candidates should have significant experience in managing infrastructure projects, particularly in developing countries or post-conflict environments. Experience in defining technical and design requirements, managing project risks, and working in multicultural environments is highly desirable. Familiarity with contract management and procurement strategies is also beneficial.

Languages:
Fluency in English is required. Proficiency in additional languages may be considered an asset but is not mandatory.
