Job Overview: The Programme Coordinator will play a crucial role in the implementation of the 'Resilient Environment Program: Climate Adaptation of Fluminense Cities' project, which aims to enhance the capacity of municipalities and local communities in Rio de Janeiro to address climate and environmental challenges. This position requires close collaboration with various teams to ensure that project objectives are met effectively. The Programme Coordinator will be responsible for developing and managing project work plans, preparing technical documents, and ensuring compliance with agency standards. The role also involves monitoring project progress, managing financial reporting, and engaging with stakeholders to foster partnerships that support project goals. The successful candidate will need to demonstrate strong leadership and organizational skills to navigate the complexities of urban development and sustainability initiatives.
Duties and Responsibilities: The Programme Coordinator will have a wide range of responsibilities, including:
Programme Implementation: Implementing the overall work plan in accordance with project documents, developing inception outputs, preparing and reviewing technical documents, and establishing systems for project planning and monitoring.
Contribution Agreement and Financial Monitoring: Maintaining knowledge of the Contribution Agreement, monitoring reporting deadlines, tracking disbursement schedules, and ensuring compliance with financial requirements.
Technical Implementation: Preparing technical notes, liaising with central teams, and managing the recruitment of technical teams and consultants.
Engagement with Project Partners: Strengthening relationships with government counterparts and stakeholders, organizing coordination meetings, and providing updates on project progress.
Team Management: Monitoring contracts, managing performance evaluations, and collaborating on recruitment processes.
Other Duties: Ensuring compliance with UN-Habitat quality standards, developing reports, and performing management-related duties as assigned by the Head of Brazil Office.
Required Qualifications: Candidates must possess a Bachelor's degree in Management, Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Law, Geography, Economics, or related fields. A postgraduate degree in Project Management, Environmental Management, or related fields is required, or an additional four years of relevant experience beyond the basic requirement. Candidates should have a minimum of seven years of progressively responsible experience in project/programme management related to urban sustainable development. Professional experience in public policies and sustainability in Brazil is essential, along with desirable experience in climate change, resilience, and Nature-Based Solutions. Previous experience within the UN System is also advantageous.
Educational Background: The educational background required for this position includes a Bachelor's degree in relevant fields such as Management, Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Law, Geography, or Economics. Additionally, a postgraduate degree (Lato Sensu or Stricto Sensu) in Project Management, Environmental Management, or related fields is required. If the candidate does not possess a postgraduate degree, they must have an additional four years of relevant experience in lieu of the degree.
Experience: The position requires a minimum of seven years of progressively responsible experience in project or programme management, specifically in urban sustainable development or related themes. Candidates should have professional experience related to public policies and sustainability in Brazil, with desirable experience in climate change and resilience, as well as in mobilizing and managing stakeholders. Previous experience within the UN System is also considered a valuable asset.
Languages: Fluency in Portuguese and English is required for this position, as these are the primary working languages. A working knowledge of Spanish is desirable, particularly given the regional context of the role and the need for effective communication with various stakeholders.
Additional Notes: The contract for this position is classified as LICA under UNOPS, with a duration of six months and the possibility of renewal based on performance and funding availability. The incumbent may be required to travel within Brazil as part of project requirements, and all travel will adhere to United Nations policies and procedures. The remuneration will be determined according to the applicable UNOPS Local ICA or UNDP salary scale. It is important to note that this position is open only to nationals from Brazil or external candidates holding a permanent visa in Brazil.
