Job Overview: The Training Facilitation and Data Collection on ATHIS Consultant will play a crucial role in supporting the implementation of the project aimed at enhancing technical assistance for social housing in Brazil. This position involves close collaboration with various teams to achieve project objectives and organizational priorities. The consultant will be responsible for reviewing and analyzing data related to ATHIS practices, conducting interviews and workshops with stakeholders, and engaging with communities to assess housing needs. The role also includes facilitating capacity-building activities, preparing reports, and ensuring compliance with UN-Habitat's quality standards. The consultant will be expected to contribute to the development of training materials and evaluate learning outcomes, thereby directly impacting the effectiveness of housing solutions in the region.
Duties and Responsibilities: The consultant's responsibilities include reviewing and analyzing ATHIS data, conducting stakeholder interviews and workshops, engaging with community leaders, translating evidence into practical inputs for capacity-building activities, facilitating training sessions, producing reports, and ensuring compliance with UN-Habitat standards. The consultant will also oversee deliverables from training facilitators, design assessment mechanisms for training outcomes, document activities, participate in field missions, and maintain organized records of all project-related information. Additionally, the consultant will be expected to uphold ethical principles throughout the consultancy and perform any other management-related duties as assigned by the Head of Brazil Office.
Required Qualifications: Candidates must possess a Bachelor's degree in Architecture and Urbanism or related fields, along with a postgraduate degree in relevant disciplines or four additional years of relevant experience. A minimum of six years of experience in urban development, housing programs, or public policy in Brazil is required, along with experience in research, data collection, and analysis. Familiarity with South-South Cooperation and experience in the public sector are desirable. Previous experience within the United Nations System is also advantageous. Strong computer skills, proficiency in technological tools, and effective community engagement abilities are essential.
Educational Background: The position requires a Bachelor's degree in Architecture and Urbanism or related fields, complemented by a postgraduate degree in Architecture and Urbanism, Geography, Economy, Sociology, Public Policy, Public Administration, or related fields. Alternatively, candidates may qualify with four additional years of relevant experience beyond the educational requirements.
Experience: The consultant should have at least six years of experience in urban development, housing programs, and/or public policy specifically within Brazil. Experience in research, data collection, and analysis is mandatory, while experience with South-South Cooperation and coordinating fieldwork in the social sector is desirable. Previous involvement with the United Nations System is also preferred.
Languages: Fluency in Portuguese is required for this position, as it is essential for effective communication within the local context. A working knowledge of English is desirable, as English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office.
Additional Notes: The position is based in Brazil, and the consultant may be required to travel within the country as per project needs. The contract is for a duration of six months, with the possibility of extension subject to funding availability and performance. The remuneration will be determined according to the applicable UNOPS Local ICA or UNDP salary scale.
