The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil, and focuses on developing and managing activities within the host country. Over the years, UN-Habitat has expanded its portfolio in Brazil, collaborating with all tiers of government to formulate and implement effective, sustainable, participative, and socially equitable urban policies. The second phase of the Social Territories Program aims to strengthen the Municipality of Rio de Janeiro’s intersectoral strategy for addressing multidimensional urban poverty, enhancing institutional capacity, and promoting social participation and community belonging.

Job Overview:
The Field Coordinator will play a crucial role in supporting the implementation of the Social Territories Program in Rio de Janeiro. This position requires close collaboration with program, operations, and project teams to achieve project objectives and organizational priorities. The Field Coordinator will facilitate the implementation of program activities across designated territories, ensuring alignment with approved work plans, methodologies, quality standards, and expected results. The role involves monitoring activities performed by local managers and field personnel, providing guidance on work plans, priorities, procedures, deliverables, and deadlines. The Field Coordinator will also engage with families participating in the program, monitor the implementation of integrated protocols, and identify operational challenges and opportunities for improvement. This position is essential for ensuring that the program's activities are effectively executed and that the needs of the communities are met.

Duties and Responsibilities:
The Field Coordinator will have a comprehensive set of responsibilities, including: facilitating the implementation of program activities across territories; monitoring local managers and field personnel; collaborating with program coordination and field teams; monitoring the implementation of integrated protocols; administering socioeconomic questionnaires; identifying gaps in territorial coverage; planning and implementing community events; collaborating with municipal authorities and community organizations; monitoring progress and identifying risks; preparing and consolidating reports; ensuring compliance with UN-Habitat standards; facilitating inclusive community activities; identifying operational needs; facilitating information flows; providing inputs for program planning and evaluation; ensuring proper organization of field records; performing other operational duties as assigned; and upholding ethical principles throughout the assignment.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Social Sciences, Social Work, Public Administration, Public Policy, Political Science, International Relations, Urban Planning, Geography, Sociology, Economics, Development Studies, Environmental Studies, Architecture, Engineering, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. The position requires a minimum of three years of experience in community mobilization, application of questionnaires, and interviews in Brazil. Previous experience working with the United Nations is desirable. Candidates should demonstrate good computer skills, proficiency in technological tools, and knowledge of project management methodologies.

Educational Background:
A Bachelor’s degree in relevant fields such as Social Sciences, Urban Planning, or related disciplines is required. Candidates with additional relevant experience may also qualify. The educational background should reflect a strong foundation in social development, urban planning, or related areas, equipping the candidate with the necessary skills to address the complexities of urban poverty and community engagement.

Experience:
The position requires a minimum of three years of professional experience in community mobilization and related activities within Brazil. Candidates should have a proven track record of working effectively in similar roles, demonstrating their ability to engage with communities and implement programs successfully. Experience within the United Nations system is considered an asset, as it indicates familiarity with the organization's standards and practices.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication with local communities and stakeholders. Additionally, proficiency in English and French is beneficial, as these are the working languages of the United Nations Secretariat. Knowledge of Spanish is also advantageous, particularly given the regional context of the position.

Additional Notes:
The position is based in Rio de Janeiro, Brazil, and is expected to last for six months. The incumbent may be required to undertake official travel within Brazil, subject to project requirements and prior authorization. Remuneration will be determined according to the applicable UNOPS Local ICA or UNDP salary scale. This appointment is on a local basis, and only nationals from Brazil or external candidates with a permanent visa in Brazil may apply.
