Job Overview: The Programme Analyst will play a crucial role in supporting the implementation of projects aimed at addressing urban poverty in Rio de Janeiro. This position requires close collaboration with various teams to ensure that project objectives are met effectively. The analyst will be responsible for providing technical and operational support, contributing to the development of strategic frameworks, and engaging with stakeholders to promote inclusive approaches. The role also involves preparing high-quality technical documents, managing data collection and analysis, and ensuring that project activities align with UN-Habitat's standards and objectives. The Programme Analyst will report to the Head of the Brazil Office and will be involved in various aspects of project management, including monitoring deliverables and facilitating communication among partners.
Duties and Responsibilities: The Programme Analyst will have a comprehensive set of responsibilities, including:
Providing technical and operational support for project activities, ensuring alignment with objectives.
Collaborating on key project activities such as communication campaigns and capacity-building initiatives.
Organizing and delivering trainings, workshops, and consultations with a focus on inclusivity.
Preparing technical documents and consolidating team inputs into final deliverables.
Supporting data collection, analysis, and management to inform decision-making.
Promoting stakeholder engagement and coordination with various partners.
Contributing to project management, including monitoring activities and tracking timelines.
Identifying risks and challenges, and supporting the development of mitigation measures. 1
Documenting project activities and ensuring lessons learned are accessible for knowledge-sharing. 1
Supervising consultants and reviewing their deliverables for compliance. 1
Ensuring technical quality and adherence to agency standards. 1
Participating in meetings and performing other related duties as assigned.
Required Qualifications: Candidates must possess a Bachelor's degree in Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Law, Geography, Economics, or related fields. Alternatively, an additional three years of relevant experience may substitute for the educational requirement. A postgraduate degree in relevant fields is desirable. Candidates should have a minimum of three years of progressively responsible experience in project/programme management related to urban development, public policies, and stakeholder coordination. Experience in managing teams and conducting participatory workshops is also required, with previous experience in the UN System being a plus.
Educational Background: A Bachelor's degree in relevant fields such as Public Administration, International Relations, Social Sciences, Architecture and Urbanism, Law, Geography, or Economics is required. A postgraduate degree in similar fields is desirable and can enhance a candidate's profile.
Experience: The position requires a minimum of three years of progressively responsible experience in project or programme management, particularly in urban development or related themes. Candidates should have professional experience in public policies, slum development, data analysis, and stakeholder coordination in Brazil. Experience in managing teams and facilitating participatory workshops is essential, while previous work within the UN System is considered an advantage.
Languages: Fluency in Portuguese and English is mandatory for this position, as these are the primary working languages. A working knowledge of Spanish is desirable, given the regional context and the languages used within the UN system.
Additional Notes: The contract type is LICA, UNOPS, and includes Cigna health insurance. The position is expected to last for six months, with the possibility of extension based on performance and availability of funds. The incumbent may be required to travel within Brazil for project-related activities, and all travel will adhere to UN policies. The appointment is on a local basis, and only Brazilian nationals or those with a permanent visa in Brazil may apply.
