Job Overview:
The Senior Health Specialist position within the World Bank Group's Global Health Unit is a critical role that requires a deep understanding of mixed health systems, particularly in developing countries. The Specialist will serve as a key technical resource within the Solutions and Impact Team, providing specialized expertise throughout the International Finance Corporation (IFC) investment cycle. This role involves translating government priorities and system constraints into viable private-sector solutions, thereby bridging health-system policy and private-sector delivery. The Specialist will be responsible for assessing proposed investments in health services, including hospitals and health technology, and ensuring they align with country service delivery networks and regulatory frameworks. The position also entails contributing to the development of WBG's health sector strategy and representing the organization in external forums related to private sector health investment.

Duties and Responsibilities:
The Senior Health Specialist will have a comprehensive set of responsibilities, including:
  • Providing due diligence support for IFC’s health services projects, assessing their viability within country service delivery networks.
  • Evaluating the potential system effects of proposed investments, including access, affordability, quality, and market concentration.
  • Conducting regular portfolio reviews and field visits to assess project health outcomes and compliance with good practice standards.
  • Contributing to the development of WBG's health sector strategy and identifying priority areas for investment.
  • Leading analytical work on private sector health market dynamics and representing WBG in external forums.
  • Developing knowledge products and contributing to internal learning events related to health sector investing.
  • Advising on health financing, purchasing, and regulatory frameworks to enhance private sector participation.

Required Qualifications:
Candidates for the Senior Health Specialist position must possess a Master’s or advanced degree in Healthcare management or a related field. A minimum of 8 years of international operational, managerial, or consultancy experience with health services companies is required, with 15+ years strongly preferred. Candidates should have deep executive or operational experience in private health services, demonstrating responsibility for business models, clinical quality, and operational performance in emerging economies. Familiarity with health systems, regulatory aspects, and direct engagement with health ministries and development institutions is essential. Strong leadership skills and the ability to manage change with stakeholders at all levels are also required.

Educational Background:
The educational background required for this position includes a Master’s or advanced degree in Healthcare management or a related field. This educational foundation is crucial for understanding the complexities of health systems and the operational aspects of health services businesses.

Experience:
The position requires a minimum of 8 years of relevant experience in international operational, managerial, or consultancy roles within health services. Candidates with 15+ years of experience will be strongly preferred, particularly those with a proven track record in private health services and familiarity with regulatory and operational aspects of health services businesses.

Languages:
Proficiency in English is mandatory for this position. Additionally, knowledge of Spanish and French is highly preferred, as these languages can enhance communication and collaboration within the diverse global community of the World Bank Group.
