Job Overview: The Defence Industry Capacity Officer plays a crucial role in providing policy expertise and support on matters related to the transatlantic technological and defence industrial base, particularly in relation to NATO and the European Union. The officer will monitor and support coherence with national and EU policy efforts, ensuring that NATO's defence industrial capacity is robust and responsive to current and future challenges. The role demands a proactive approach to developing and maintaining expertise in defence industry policies and trends, as well as the ability to advise on international cooperation related to defence industry matters.
Duties and Responsibilities: The primary duties and responsibilities of the Defence Industry Capacity Officer include:
Policy Development: Provide or coordinate advice on international cooperation related to defence industry and capacity, including drafting policy documents and proposals.
Expertise Development: Maintain up-to-date knowledge of developments in the defence industry and advise on related policies and initiatives.
Stakeholder Management: Develop and maintain a broad network of stakeholders relevant to transatlantic defence industry issues, ensuring alignment and coherence in policy development.
Representation: Represent NATO at international industrial events and conferences, advocating for NATO's interests and initiatives.
Collaboration: Work closely with the section head and other divisions to ensure that policy options are informed and aligned with NATO's strategic objectives.
Additional Duties: Perform any other related duties as assigned by the lead officer.
Required Qualifications: Candidates must possess a university degree or equivalent qualification in a relevant field. They should have at least three years of relevant work experience, particularly in researching, analyzing, and presenting data for strategic decision-making. Excellent analytical skills and strong verbal and written briefing abilities are essential, along with a solid understanding of the defence industrial sector and EU policy initiatives. Familiarity with current trends affecting the defence industrial base is also required. Candidates must demonstrate proficiency in NATO's official languages, with at least an advanced level in one language and elementary in the other. Understanding NATO and its current developments is considered an advantage, as is completion of relevant training in programme management or policy development.
Educational Background: A university degree or equivalent level of qualification in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or coursework related to defence industry, policy development, or international relations, which would enhance the candidate's ability to perform effectively in this role.
Experience: The position requires a minimum of three years of relevant work experience. This experience should include roles that involve researching, analyzing, and presenting data to support strategic decision-making processes. Candidates should have a proven track record of working in environments that require collaboration with multiple stakeholders, particularly in the context of defence or industrial policy.
Languages: Proficiency in NATO's official languages is mandatory. Candidates must have at least a V (Advanced) level in one language and a II (Elementary) level in the other. While English and French are the primary languages, additional language skills may be considered an asset, particularly those relevant to NATO member countries.
Additional Notes: The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal for up to three additional years. During this renewal period, the incumbent may apply for conversion to an indefinite duration contract. The maximum period of service in this post is six years. The position is open only to nationals of NATO member countries, and applications must be submitted through the designated e-recruitment system.
