Job Overview:
The NATO Officer - Risk Management is responsible for overseeing all risk management activities related to NATO's common funding. This includes providing expert advice and support to the NOR, developing new policies as necessary, and implementing the Risk Management and Tolerances Framework. The incumbent will ensure that changes are made based on lessons learned and will facilitate change management across all relevant stakeholders. The role requires a proactive approach to integrating risk considerations into NATO's resource planning and management processes, ensuring that governance decisions are informed by comprehensive risk assessments. The officer will also be tasked with fostering a risk-aware culture through training and outreach activities, equipping stakeholders with the necessary techniques to effectively manage risks.

Duties and Responsibilities:
The duties and responsibilities of the NATO Officer - Risk Management include:
  • Expertise Development: Apply risk management expertise to provide recommendations for continuous improvement in the delivery of common-funded capabilities. Advise various stakeholders, including the Director NOR and resource committees, on capability planning and delivery.
  • Project Management: Develop and deliver risk and opportunity assessments for critical capability programs at the strategic level, addressing resource and operational risks and recommending mitigation actions.
  • Policy Development: Contribute to the creation of NATO common funding risk management policies, drafting and coordinating new processes and templates.
  • Stakeholder Management: Build and maintain a broad network with stakeholders involved in common-funded capability delivery, supporting meetings and collaboration among NATO and partner stakeholders.
  • Perform any other related duties as assigned by the Head of Policy and Plans Branch.

Required Qualifications:
Candidates must possess a university degree or an equivalent level of qualification in a relevant discipline. They should have a minimum of 5 years of experience in implementing risk management systems within national administrations, international environments, or the public/private sector. Proficiency in risk management and portfolio/programme information management tools is essential. Candidates must demonstrate excellent written and oral communication skills. Additionally, candidates must meet NATO's language requirements, achieving a minimum of V (Advanced) in one official language (English/French) and I (Beginner) in the other. Knowledge of risk management frameworks and standards, such as ISO 31000 or COSO ERM, and project management qualifications (PRINCE2, Agile, PMP, etc.) are considered advantageous.

Educational Background:
A university degree or an equivalent level of qualification in a relevant discipline is required for this position. This educational background should provide a solid foundation in risk management principles and practices, as well as an understanding of the operational context in which NATO operates.

Experience:
The position requires at least 5 years of relevant experience in the implementation of risk management systems. This experience should be gained in a national administration, international environment, or within the public or private sector. Candidates should have a proven track record of using risk management tools and methodologies effectively.

Languages:
Candidates must possess proficiency in NATO's official languages. A minimum of V (Advanced) in one language (English or French) and I (Beginner) in the other is required. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal for up to three additional years. During this period, the incumbent may apply for conversion to an indefinite duration contract. The maximum period of service in this post is six years. The position is subject to NATO's contract policy, which emphasizes the need for turnover for political reasons and to maintain an appropriate international diversity within the organization.
