Job Overview: The Defence Industrial Capacity Analyst position is integral to the Industry, Partnerships and Policy Section (IPPS) within D2IA. The incumbent will be responsible for applying analytical techniques to gather and analyze data related to defence industrial capacity and production. This role involves supporting the development of analytical products and providing actionable recommendations that align with the objectives of IPPS and the broader D2IA initiatives. The analyst will engage in research and analysis to inform strategic decision-making processes, ensuring that NATO's defence capabilities are effectively supported by a robust industrial base. The position requires a proactive approach to identifying trends and insights that can influence policy and operational decisions, as well as a commitment to fostering collaboration with various stakeholders within NATO and beyond.
Duties and Responsibilities: The Defence Industrial Capacity Analyst will have a diverse range of responsibilities, including:
Policy Development: Providing data-driven advice on defence policy and cooperation concerning defence industrial capacity and production. Contributing to the development of guidance on industry-related defence matters and drafting policy proposals.
Information Management: Developing and overseeing data repositories and tools to facilitate efficient access to information regarding industrial production and supply chains. Monitoring developments related to the Alliance's industrial base and exchanging knowledge with colleagues.
Project Management: Identifying, analyzing, and contributing expertise to projects and programmes. Delivering high-quality reports on defence industrial matters, including actionable recommendations based on thorough assessments.
Stakeholder Management: Building a network of internal and external stakeholders to support research and analysis. Representing the Division in meetings at NATO staff level and with external stakeholders, particularly the EU.
Performing any other related duties as assigned by the lead officer.
Required Qualifications: Candidates must possess a university degree or equivalent qualification in a relevant field. They should have a minimum of 2 years of relevant work experience, which includes researching, analyzing, and presenting data for strategic decision-making using both qualitative and quantitative research methods. A solid understanding of current strategic policies and issues related to the transatlantic defence and technological industrial base is essential. Candidates must demonstrate excellent analytical skills and strong verbal and written briefing abilities, particularly in distilling complex policy issues. Additionally, candidates must meet the minimum language requirements of NATO's official languages, achieving a level of V (Advanced) in one language and I (Beginner) in the other.
Educational Background: The educational background required for this position includes a university degree or an equivalent level qualification in a field relevant to defence, industrial capacity, or policy analysis. This educational foundation is critical for understanding the complexities of defence industrial systems and the strategic environment in which NATO operates.
Experience: The position requires at least 2 years of relevant work experience. This experience should encompass research, analysis, and the presentation of data that informs strategic decision-making. Candidates should be familiar with qualitative and quantitative research methods, as well as possess a comprehensive understanding of the current strategic landscape concerning defence and technology.
Languages: Candidates must have proficiency in NATO's official languages, specifically achieving a level of V (Advanced) in one language and I (Beginner) in the other. English and French are the primary languages of communication within NATO, and proficiency in both is advantageous for effective collaboration and communication.
Additional Notes: The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal for an additional three years. During this period, the incumbent may apply for conversion to an indefinite duration contract. The maximum period of service in this post is six years. If the successful applicant is seconded from a national administration of one of NATO's member states, a similar contract will be offered, subject to the agreement of the national authority. The position may require travel for work and/or working outside normal office hours.
