Job Overview:
The position of Local Consultant for Training Administrative Units on Municipal Migration Management involves delivering a series of training sessions aimed at enhancing the capacity of Administrative Units in Albania to manage migration and diaspora matters effectively. The consultant will be responsible for preparing training materials, conducting training sessions, and evaluating the effectiveness of the training provided. The overarching goal is to strengthen local governance and institutional capacities related to migration management, thereby promoting internal employment opportunities and supporting the reintegration of returned migrants. The consultant will work closely with IOM to ensure that the training aligns with the established Standard Operating Procedures (SOPs) and addresses the specific needs of the Administrative Units. This role is crucial in reshaping the narrative on migration and improving service delivery for migrants and returnees.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Preparation Phase: Reviewing all relevant SOPs, guidelines, and project documents; participating in coordination meetings with IOM; adapting and developing training materials; and preparing presentations and practical exercises.
  • Delivery of Training Sessions: Conducting a total of twelve training sessions over four months, targeting representatives from all 374 Administrative Units in Albania. The consultant will present and explain the SOPs, guide participants through practical exercises, and facilitate discussions on challenges and best practices.
  • Evaluation and Reporting: Conducting pre- and post-training assessments, collecting participant feedback, and preparing reports summarizing the training outcomes and recommendations. The consultant will also be responsible for submitting deliverables in both English and Albanian, including an inception report, training packages, and a final consultancy report.

Required Qualifications:
Candidates must possess an advanced degree from an accredited academic institution in legal, economic, development studies, or related fields. They should have at least five years of relevant professional experience, particularly in migration governance, labor migration, and diaspora engagement. Proven experience in local governance and legal document drafting is advantageous. The consultant must demonstrate strong communication skills, both written and oral, and the ability to engage with a diverse range of stakeholders, including public authorities and migrants. Attention to detail and the ability to maintain confidentiality are also essential.

Educational Background:
An advanced degree from an accredited academic institution in fields such as law, economics, development studies, or other related areas is required for this position. This educational background is crucial for understanding the complexities of migration governance and the legal frameworks that underpin it.

Experience:
The position requires a minimum of five years of relevant professional experience. Candidates should have a proven track record in conducting similar assignments, particularly in the areas of migration governance and local governance. Experience in drafting legal documents, analyzing institutional processes, and producing analytical work is highly desirable. The ability to communicate effectively with various stakeholders is also essential.

Languages:
Fluency in both Albanian and English is mandatory, with proficiency in oral and written communication. This bilingual capability is critical for delivering training sessions and preparing documentation in both languages, ensuring effective communication with all participants.

Additional Notes:
The consultancy engagement will last for 30 working days over a period of four months, with the consultant expected to conduct three training sessions per month across different regional counties in Albania. IOM will provide coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational incidents. The appointment is subject to medical fitness certification and compliance with residency or visa requirements. IOM maintains a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
