Job Overview:
The position of Local Consultant is integral to the project 'Strengthening Local Institutional Capacities on Migration in Albania,' which aims to enhance local governance and institutional capacities regarding migration management. The consultant will be responsible for designing and implementing a Training of Trainers program for TALGA, the Academy for Local Self-Government. This program will focus on developing training modules, facilitation tools, learning materials, and assessment instruments that are relevant and sustainable for local self-government units. The consultant will work closely with local government officials and stakeholders to ensure that the training meets the practical needs of municipalities and enhances their capacity to manage migration effectively. The role requires a deep understanding of adult learning principles and participatory methodologies, as well as the ability to adapt training content to various municipal contexts.

Duties and Responsibilities:
The Local Consultant will be tasked with several key deliverables throughout the consultancy period. These include:
  • Developing and submitting an inception report that outlines the proposed methodology, structure of the Training of Trainers program, training modules, and assessment approaches.
  • Creating a comprehensive Training of Trainers package that includes PowerPoint presentations, trainer’s guides, participant materials, practical exercises, and evaluation tools.
  • Organizing and delivering the Training of Trainers sessions for selected TALGA trainers and local governance experts, facilitating discussions and practical exercises.
  • Submitting a final consultancy report summarizing all work completed, training results, observations, findings, recommendations, and follow-up measures for institutionalizing the Training of Trainers approach within TALGA. The consultant will also be responsible for ensuring that all deliverables are submitted in both English and Albanian languages.

Required Qualifications:
Candidates must possess a completed advanced degree from an accredited academic institution in social sciences, law, economy, or related fields. Additionally, at least 5 years of relevant professional experience is required, with proven experience in conducting similar assignments. Experience related to migration, employment, or local government is advantageous. Strong communication skills, both written and oral, are essential, along with the ability to maintain accuracy and confidentiality in responsibilities. The consultant should demonstrate strong interpersonal and intercultural skills, with a keen attention to detail.

Educational Background:
The educational background required for this position includes an advanced degree from an accredited institution in relevant fields such as social sciences, law, or economics. This educational foundation is crucial for understanding the complexities of migration management and local governance.

Experience:
The position requires a minimum of 5 years of relevant professional experience. Candidates should have a proven track record in similar assignments, particularly in areas related to migration, employment, or local government. This level of experience is necessary to ensure that the consultant can effectively contribute to the project's objectives and deliver high-quality training.

Languages:
Fluency in both Albanian and English is mandatory for this position, encompassing both oral and written communication. This bilingual proficiency is essential for the development of training materials and effective communication with diverse stakeholders. Additional language skills may be considered an asset but are not required.

Additional Notes:
The consultancy will last for 30 working days, and the consultant will be required to submit deliverables by specific deadlines. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents. Candidates must provide proof of medical insurance for non-occupational illnesses before commencing work. The appointment is subject to medical fitness certification and compliance with residency or visa requirements. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
