Job Overview:
The Supply Chain Associate position is crucial for the effective management of procurement functions within the IOM Washington Global Office and its sub-offices. The role involves direct supervision by the Senior Supply Chain Associate and collaboration with various units at Headquarters and Administrative Centers. The Supply Chain Associate will be responsible for managing procurement requisitions, preparing tender documents, soliciting bids, and ensuring compliance with IOM's procurement policies. This position requires a proactive approach to monitoring the status of requisitions, coordinating deliveries, and maintaining accurate records of procurement activities. The Supply Chain Associate will also provide guidance to staff on procurement procedures and support supply chain tasks related to property and asset management, warehousing, and fleet operations. The role is integral to ensuring that the IOM operates efficiently and effectively in its mission to support migrants and communities.

Duties and Responsibilities:
  • Receive and consolidate procurement requisition forms, ensuring they are complete and comply with the Purchase Authorization Matrix.
  • Assist in complex, higher-value purchases by preparing tender documents and soliciting bids.
  • Prepare bid analysis summaries and participate in the evaluation process, providing technical inputs.
  • Confirm terms of agreement with selected suppliers and prepare necessary documentation such as purchase orders and contracts.
  • Monitor the status of open requisitions and follow up on timely delivery of goods and services.
  • Review vendor invoices and prepare payment requests, coordinating with Finance for timely payments.
  • Maintain physical and electronic records of all procurement documentation in accordance with IOM procedures.
  • Conduct market surveys to identify potential suppliers and evaluate them based on quality and pricing.
  • Track contractual agreements and inform relevant parties for timely renewals. 1
  • Monitor office supplies and prepare requisitions as needed. 1
  • Provide technical guidance to staff on procurement-related instructions. 1
  • Perform supply chain tasks related to asset management, warehousing, and transportation. 1
  • Coordinate fleet operations, including vehicle scheduling and maintenance. 1
  • Provide training and support to junior SCM staff. 1
  • Perform other duties as assigned.

Required Qualifications:
  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution.
  • Three years of relevant professional experience, or a high school diploma with five years of relevant experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is an advantage.
  • Experience in procurement and logistics, particularly with vendors and service providers.
  • Familiarity with asset management processes and IOM/UN Procurement and Logistics Rules is preferred.
  • Experience in an international organization is an advantage.

Educational Background:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited academic institution. Alternatively, candidates with a high school diploma must have five years of relevant professional experience. Additional certification in Procurement, Logistics, or Supply Chain Management is considered an advantage and may enhance a candidate's profile.

Experience:
The position requires candidates to have a minimum of three years of relevant professional experience in procurement and logistics. Experience working with vendors and service providers is essential, as is familiarity with asset management processes. Candidates with experience in IOM or UN procurement and logistics rules will have a competitive advantage. Experience in an international organization is also beneficial, as it demonstrates an understanding of the complexities involved in global supply chain management.

Languages:
Fluency in English is mandatory for this position, both oral and written. Knowledge of additional languages, particularly French or Spanish, is desirable and may enhance a candidate's application. Proficiency in other languages can be beneficial in a multicultural work environment and may assist in communication with diverse stakeholders.

Additional Notes:
This position is a one-year fixed-term contract with a monthly salary of USD 6,714.58 at Grade G5, Step
  • The initial duration of the contract is 12 months, and the selection process may be used to fill similar positions in various duty stations. Candidates must hold a valid residence and work permit for the United States to be eligible for consideration. The appointment is subject to medical fitness certification and verification of residency and visa requirements.
