Job Overview:
The National Monitoring and Evaluation Officer will play a crucial role in supporting the Regional Counter-Smuggling Programme (RCSP), a three-year initiative aimed at strengthening border management capacities and enhancing regional cooperation to tackle document fraud, migrant smuggling, and related transnational organized crime in Ethiopia, Kenya, and Somalia. The officer will work under the supervision of the Deputy Regional Director for Operations and the Senior Programme Manager (Immigration and Border Governance), coordinating closely with various stakeholders to ensure effective monitoring and evaluation (M&E) of projects and strategies. The role involves developing and implementing M&E systems, conducting data collection and analysis, and facilitating learning and continuous improvement within the organization. The officer will also be responsible for preparing comprehensive reports and ensuring compliance with donor and UN requirements, thereby contributing to the overall success of IOM's initiatives in the region.

Duties and Responsibilities:
The duties and responsibilities of the National Monitoring and Evaluation Officer include maintaining and adjusting the overall M&E framework in collaboration with senior management and relevant teams. The officer will prepare regular project reviews, impact assessments, and evaluations, ensuring compliance with M&E arrangements. They will supervise M&E activities assigned to other staff, ensuring comprehensive coverage of M&E throughout project implementation. The officer will utilize IOM’s Project Information and Management Application (PRIMA) for monitoring and reporting, assess risks associated with project activities, and collaborate with various stakeholders to provide relevant information for performance management and donor reporting. Additionally, the officer will draft monitoring reports, coordinate the sharing of M&E findings, and participate in the selection and monitoring of implementing partners. They will also contribute to capacity-building efforts for IOM staff and partners, review existing data related to projects, and undertake field travel to support M&E implementation.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. The qualifications should reflect a strong understanding of migration issues, project management, and M&E concepts, as well as experience in capacity-building activities and liaising with governmental and international institutions.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related area. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.

Experience:
The position requires candidates to have experience in project and strategy conceptualization, development, monitoring, reporting, and evaluation. Candidates should have a proven track record in capacity-building activities, including the design and delivery of training programs. Experience in liaising with governmental and diplomatic authorities, as well as familiarity with financial and business administration, is essential. A sound understanding of internal and international migration issues, particularly in the region, is also necessary, along with experience in organizing consultations and workshops with high-level stakeholders.

Languages:
Fluency in English is mandatory for this position, both oral and written. All IOM staff members are required to be proficient in one of the organization's official languages. Additionally, a working knowledge of Swahili, Amharic, or Somali is considered beneficial and may enhance a candidate's application. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.

The position may involve regular travel to the field to support M&E activities and discuss corrective measures as needed.
