UNSOH was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The organization also delivers technical assistance to the Organization of American States (OAS). UNSOH operates in Haiti and is part of the broader United Nations Security Management System (UNSMS).

Job Overview:
The Deputy Chief Security Officer (DCSO) plays a crucial role in ensuring the safety and security of UN personnel and operations in Haiti. This position involves assisting the Chief Security Officer (CSO) in managing all security-related issues for the mission. The DCSO is expected to assume the CSO's responsibilities in their absence and maintain a technical reporting line with the United Nations Department of Safety and Security (UNDSS) Chief advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor (CSA). The DCSO will ensure that security coordination, Security Risk Management (SRM) compliance, planning, and policy implementation are effectively integrated into UNSOH operations. This role requires close collaboration with various stakeholders within the United Nations and local security authorities to enhance the overall security framework in Haiti.

Duties and Responsibilities:
The Deputy Chief Security Officer will be responsible for leading and managing the Mission Security Section, which includes monitoring and evaluating physical security measures, conducting assessments of fire safety measures, and providing training on residential security to UNSOH staff. The DCSO will ensure the availability of emergency communication systems, supervise investigations related to security incidents, and coordinate close protection services for senior personnel. Additionally, the DCSO will assist in advising the Head of Mission on security matters, establish communication lines with UN security stakeholders, and participate in the development of security policies. The DCSO will also be involved in planning security risk assessments, preparing security plans, and ensuring the mission's evacuation capabilities are well established. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Relevant military or police academy qualifications will also be considered. Additionally, candidates should have UNDSS weapons qualifications on G36, Glock 19, and MP5, as well as certifications in Security Analysis Practice and Process, and Hostage Incident Management.

Educational Background:
An advanced university degree (master’s degree or equivalent) in a relevant field is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Candidates with military or police academy qualifications will also be considered relevant for this position.

Experience:
A minimum of seven years of progressively responsible experience in security, police, or military service is required, with extensive command or leadership experience. At least five years of international exposure in a management function within the United Nations or other international organizations is essential. Candidates should also have a minimum of five years of field experience in supervising armed convoys and conducting security assessments in conflict zones. Proficiency in the use of close protection weapons and security equipment is required, along with experience in cost management and budget formulation.

Languages:
English and French are the mandatory working languages of the United Nations Secretariat, and candidates must demonstrate proficiency in both languages. Spanish is considered a desirable language for this position.
