Job Overview:
The Rapid Response Advisor is responsible for overseeing the implementation of emergency preparedness and response activities under the STRIDES program. This role involves directing professional staff and rapid response teams, ensuring alignment with approved workplans, and integrating technical expertise into project implementation. The advisor will prepare reports for donors, highlighting achievements in emergency preparedness and response, and will lead the development of best practice documents. The position requires strong judgment and the ability to evaluate rapidly evolving situations, making it crucial for the advisor to maintain effective communication with various stakeholders, including USG and host country government counterparts.

Duties and Responsibilities:
The Rapid Response Advisor will oversee the day-to-day implementation of emergency activities, demonstrating strong judgment in developing methods and evaluation criteria to respond to infectious disease threats. Responsibilities include networking with internal and external personnel, providing input on national guidelines for emergency response, and coordinating with the communication team to highlight success stories. The advisor will lead the creation of emergency response workplans, ensure compliance with award requirements, and develop strategies for the design and implementation of technical components. Additionally, the advisor will represent FHI 360 at professional meetings, maintain relationships with donors and partners, and contribute to the planning and recommendations for STRIDES implementation.

Required Qualifications:
Candidates must possess a Master’s Degree or its equivalent in fields such as Health, International Development, or related areas. Project Management Certification is preferred. The role requires in-depth knowledge of global health security best practices, particularly in emergency and outbreak response, as well as strong analytical and problem-solving skills. Excellent oral and written communication skills in both French and English are essential, along with the ability to influence and negotiate effectively with various stakeholders.

Educational Background:
A Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field is required. Project Management Certification is preferred, indicating a strong foundation in managing complex projects and programs.

Experience:
Typically, candidates should have at least 8 years of relevant experience in designing and evaluating programs related to emergency and outbreak preparedness and response. Experience in managing GHS-focused projects is essential, along with a proven track record of leadership in similar roles. Prior work experience in NGOs, U.S. government agencies, or private organizations is highly valued, especially if it involves implementing USG-funded contracts.

Languages:
Fluency in both French and English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.

Additional Notes:
The position is expected to require travel of 10%-25%. The hiring salary range for this role is XAF 20,000,000 - 28,000,000 annually for national local hires.
