Job Overview:
The Epidemiology and Surveillance Officer will play a pivotal role in the implementation of the Strengthening Infections Disease Detection Systems (STRIDES) Activity in Cameroon. This position involves providing technical support and collaborating with the Ministry of Public Health at both national and subnational levels to enhance infectious disease surveillance strategies. The officer will be responsible for planning and executing activities aimed at improving the quality and performance of epidemiology and surveillance interventions. This includes making technical contributions to annual work planning related to STRIDES objectives and participating in technical meetings with stakeholders. The role requires a proactive approach to strengthen surveillance systems and ensure they meet international standards, ultimately contributing to the prevention and control of infectious diseases that threaten public health.

Duties and Responsibilities:
The duties and responsibilities of the Epidemiology and Surveillance Officer include supporting the implementation of technical activities to establish or strengthen event-based surveillance (EBS), indicator-based surveillance (IBS), and community-based surveillance (CBS) for priority pathogens. The officer will provide technical assistance to develop and implement plans that transition passive surveillance systems into active surveillance for priority diseases. Responsibilities also include preparing training materials, standard operating procedures, and job aids, as well as collaborating with the Ministry of Health to enhance the skills of field disease surveillance personnel. The officer will work closely with national counterparts to fulfill national objectives related to epidemiologic surveillance strategies and policies. Additionally, the officer will develop technical briefs and reports, assist with project planning, and utilize evidence-based methods to implement work plan activities. The role also involves building productive relationships with national and international organizations and preparing reports for donors and stakeholders.

Required Qualifications:
Candidates must possess a strong understanding of epidemiology and public health principles, with a focus on infectious disease control. The position requires excellent oral and written communication skills, organizational and analytical abilities, and proficiency in Microsoft Office Suite. The officer should have a sensitivity to cultural diversity and an understanding of the political and ethical issues in the assigned areas. The ability to analyze and interpret data, identify errors, and prepare comprehensive reports is essential. Problem-solving skills and the ability to implement corrective actions are also required.

Educational Background:
A Bachelor's degree or its international equivalent in epidemiology, public health, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding complex public health issues and implementing effective surveillance strategies.

Experience:
Typically, candidates should have at least 4 years of relevant experience in national epidemiology and public health programs, particularly those related to infectious disease control and health analysis. Prior experience in Global Health Security and demonstrated knowledge of infectious disease surveillance methodologies are highly desirable. Experience working in a non-governmental organization (NGO), government agency, or private sector is also beneficial, as it provides practical insights into the operational aspects of public health initiatives.

Languages:
Fluency in both French and English is mandatory for this position, as effective communication with diverse stakeholders is crucial. Proficiency in additional languages may be considered an asset, enhancing the officer's ability to engage with various communities and partners.

Additional Notes:
This position does not involve supervisory responsibilities and typically reports to the STRIDES Cameroon Epidemiology & Surveillance Advisor. The role is expected to require travel approximately 25% to 45% of the time. The expected hiring salary range for this role is XAF 11,500,000 - 15,000,000 annually for national local hires.
