Job Overview:
The Health Information Systems Officer will play a crucial role in the implementation of the STRIDES project in Cameroon, which aims to enhance health data management and digital health information systems. This position is designed to improve data quality and promote evidence-based decision-making through effective management of health information systems. The officer will be responsible for collecting, analyzing, and reporting health data, thereby contributing to the overall success of health initiatives in the region. The role requires a blend of technical expertise and the ability to work collaboratively with various stakeholders to ensure that health data systems are optimized and aligned with national standards.

Duties and Responsibilities:
The officer will be tasked with a variety of responsibilities, including data management and analysis, where they will collect, clean, validate, and analyze data from multiple sources. They will support the development of dashboards and automated reporting systems, produce analytical reports, and provide insights to enhance program performance. Additionally, the officer will assist in strengthening health information systems by providing technical support for various digital health platforms, ensuring adherence to national data standards, and facilitating system integration. They will also be involved in monitoring and evaluation activities, tracking project indicators, and contributing to the development of evaluation frameworks. The officer will conduct routine data quality assessments, train health workers on data management, and prepare technical reports documenting lessons learned and best practices.

Required Qualifications:
Candidates must demonstrate proficiency in Microsoft Excel, Power BI, Tableau, SQL, R, and/or Python, along with strong knowledge of DHIS2 and electronic medical records. They should possess excellent analytical and problem-solving skills, as well as the ability to communicate effectively with stakeholders. A commitment to data quality and attention to detail are essential, as is the ability to work independently and collaboratively in a multidisciplinary environment. Candidates should also have a high level of integrity and sensitivity to cultural diversity.

Educational Background:
A Bachelor's degree in Public Health, Health Informatics, Statistics, Epidemiology, Data Science, Computer Science, Information Systems, or a related field is required. A Master's degree in a relevant field is considered an advantage, providing candidates with a deeper understanding of the complexities involved in health information systems and data management.

Experience:
A minimum of 5 years of experience in health data management, monitoring and evaluation, health informatics, or health information systems is required. Candidates should have experience supporting donor-funded health programs and working with Ministry of Health stakeholders. Familiarity with DHIS2, digital health systems, and data quality improvement initiatives is essential, as is experience in digital data collection using tools like Kobo Toolbox.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak clearly. Knowledge of additional languages may be beneficial but is not explicitly required for this position.

Additional Notes:
The position is based in Yaounde, Cameroon, and may require travel of 10% to 25%. The expected salary range for this role is XAF 11,500,000 - 15,000,000 annually for national local hires.
