Job Overview:
The Senior Joint Operations Officer plays a critical role in the Joint Operations Center of MONUSCO, focusing on enhancing situational awareness, crisis management, and operational coordination within the mission. The incumbent is expected to advise leadership on UN joint coordination structures and ensure the accuracy and quality of information products that inform decision-making. This position requires a proactive approach to crisis preparedness and response, including organizing tabletop exercises and contingency plans. The officer will lead the monitoring and analysis of developments related to peace and security, contributing to policy formulation and strategy development. The role also involves overseeing the preparation of analytical documents and reports that support senior leadership in achieving peace and security objectives. The Senior Joint Operations Officer is expected to establish and maintain relationships with various stakeholders, including UN partners, governments, and civil society organizations, to promote collaborative efforts in peacebuilding and conflict resolution.

Duties and Responsibilities:
The duties and responsibilities of the Senior Joint Operations Officer include advising leadership on joint coordination structures, ensuring the quality of operational reports, coordinating with Troop Contributing Countries (TCCs) and Police Contributing Countries (PCCs), managing crisis response efforts, leading monitoring and analysis of peace and security developments, preparing strategic documents, overseeing budgeting and project implementation, and establishing working relationships with various stakeholders. The officer will also be responsible for promoting organizational learning, managing team activities, and ensuring that resources are effectively allocated to meet the responsibilities and objectives of the Joint Operations Center. Additionally, the officer will represent the UN in various meetings and engagements, promoting the integration of gender perspectives and ensuring the equal participation of women and men in all areas of work.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, social sciences, anthropology, law, public administration, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of ten years of progressively responsible experience in relevant fields such as political science, international relations, law, disarmament, security, and conflict resolution. Previous experience in a peacekeeping setting, particularly with Joint Operations Centers (JOC) and Joint Mission Analysis Centers (JMAC), is essential. Experience advising senior leadership and managing crises is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields such as political science, international relations, international economics, social sciences, anthropology, law, or public administration. A first-level university degree may be accepted in combination with additional qualifying experience. This educational foundation is crucial for understanding the complexities of international relations and peacekeeping operations.

Experience:
The position requires a minimum of ten years of progressively responsible experience in areas such as political science, international relations, law, disarmament, security, and conflict resolution. Candidates should have substantial experience in peacekeeping settings, particularly with JOC and JMAC operations. Experience in the Great Lakes region of Africa is also required, along with a proven track record of advising senior leadership and managing crisis situations effectively.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required, with a minimum level of proficiency specified according to the UN Language Framework. Candidates must demonstrate strong reading, writing, listening, and speaking skills in both English and French to effectively communicate and collaborate within the UN system.
