Job Overview:
The Regional Consortium Coordinator will be the operational lead for the DG ECHO Regional Disaster Preparedness Program, which spans across Ethiopia, Somalia, and Djibouti. This role, based in Nairobi, will report to the Regional Program Development and Quality Director and will encompass comprehensive program management, partner coordination, technical quality assurance, donor compliance, financial oversight, and regional representation throughout the 24-month program duration. The program aims to enhance regional and national anticipatory action systems through the development of cross-border trigger matrices, validated standard operating procedures, and government-led preparedness planning. The ideal candidate will be a senior humanitarian leader with extensive experience in managing multi-country consortia and disaster preparedness initiatives, particularly those funded by DG ECHO, and will have a strong understanding of climate-risk governance and institutional partnerships across the Greater Horn of Africa.

Duties and Responsibilities:
The key responsibilities of the Regional Consortium Coordinator include providing strategic leadership and daily coordination across all program result areas and operations in Ethiopia, Somalia, and Djibouti. The coordinator will ensure that program implementation aligns with DG ECHO requirements, the IGAD Anticipatory Action Roadmap, SCALAA methodologies, and national disaster-risk management priorities. They will serve as the primary coordination interface among Action Against Hunger country teams, IGAD, ICPAC, DG ECHO, national disaster-risk management authorities, consortium partners, and humanitarian coordination bodies. The coordinator will lead the development and operationalization of anticipatory action protocols, trigger matrices, contingency plans, and simulations. They will also manage partnership agreements, sub-grants, performance reviews, and capacity-strengthening plans for various partners. Additionally, the coordinator will oversee the program’s MEAL framework, ensuring that evidence and performance data inform program improvements and donor reporting. They will lead Crisis Modifier readiness processes and provide full oversight of the consortium budget, ensuring compliance and risk management. Furthermore, the coordinator will mentor the regional program team and represent the program at various regional and global forums.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in relevant fields such as Disaster Risk Reduction, Development Studies, Humanitarian Action, Climate Change Adaptation, Urban Development, International Relations, Public Policy, or Statistics with GIS experience. A PhD in anticipatory action, climate-risk governance, or humanitarian systems leadership is highly advantageous. Additional professional qualifications in anticipatory action programming, humanitarian coordination, and DG ECHO grant management are preferred. Candidates should have a minimum of ten years of progressive experience in humanitarian program management, disaster preparedness, and anticipatory action, with at least five years in a senior regional or multi-country coordination role.

Educational Background:
The educational background required for this position includes a Bachelor’s or Master’s degree in fields related to disaster risk reduction, humanitarian action, climate change adaptation, or similar disciplines. A PhD in relevant areas is considered a strong asset, and additional qualifications in anticipatory action programming or humanitarian coordination are preferred.

Experience:
The position requires a minimum of ten years of progressive experience in humanitarian program management, with a focus on disaster preparedness and anticipatory action. Candidates should have at least five years of experience in a senior regional or multi-country coordination role, demonstrating the ability to manage complex, multi-partner consortia and work with intergovernmental institutions and NGOs.

Languages:
Full professional fluency in written and spoken English is mandatory. A working knowledge of Somali, Amharic, or French is considered a strong advantage, enhancing the candidate's ability to communicate effectively in the region.

Additional Notes:
This position is a senior leadership role within Action Against Hunger, focusing on disaster preparedness and anticipatory action systems across the Greater Horn of Africa. The role involves extensive travel across Ethiopia, Somalia, Djibouti, and other regional locations, including challenging or high-risk environments. The position is full-time and may involve working with international partners and stakeholders.
