Job Overview:
This consultancy position is situated within UNEP’s Climate Change Division, specifically in the Mitigation Branch and Climate Change Mitigation Unit. The consultant will be responsible for conducting a mid-term review of the GEF project aimed at achieving rapid decarbonization of the energy sector in Saint Kitts and Nevis. The role requires the consultant to work home-based, engaging with various stakeholders and utilizing a range of data collection methods to assess the project's progress and effectiveness. The consultant will be expected to produce a comprehensive final report that includes findings, recommendations, and evaluations based on thorough analysis and evidence. This position is crucial for ensuring that the project aligns with UNEP and GEF guidelines and contributes to the overarching goals of climate change mitigation in the region.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including: leading the mid-term and terminal review of the GEF project, ensuring compliance with UNEP and GEF policies; preparing a final report in English that evaluates all project elements according to UNEP evaluation office guidance; organizing a mission to Saint Kitts and Nevis in agreement with UNEP; conducting a desk review of relevant project documentation, including project documents, reports, and evaluations; and performing interviews with various stakeholders, including UNEP team members, project managers, and governmental officials. The consultant will also be responsible for triangulating information from different sources to ensure the accuracy and reliability of the findings, and documenting all analysis and evaluative judgments clearly in the final reports.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or higher) in management, business administration, economics, engineering, energy, or a related field. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced degree. The position requires a minimum of five years of experience working on technical aspects of development projects in Latin America, with a strong emphasis on experience working with national governments in the region. Familiarity with project evaluation and monitoring processes is also desirable, particularly in the context of Latin American projects.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as management, business administration, economics, engineering, or energy. A first-level degree may be considered if accompanied by additional qualifying experience, indicating that the organization values practical experience alongside formal education.

Experience:
The consultant is expected to have a minimum of five years of relevant experience, particularly in the context of development projects in Latin America. This experience should include technical aspects of project implementation and a proven track record of working with national governments. Experience in project evaluation and monitoring is also highly desirable, as it aligns with the responsibilities of conducting mid-term reviews and assessments.

Languages:
Fluency in both oral and written English and Spanish is required for this consultancy role. Additionally, knowledge of French is beneficial, as English and French are the working languages of the United Nations Secretariat. The ability to communicate effectively in these languages is essential for engaging with stakeholders and producing reports.

This consultancy is part-time and expected to last for a duration of seven months. The position is home-based, allowing for flexibility in work arrangements.
