Job Overview: The Global Technical Specialist will work under the hierarchical supervision of the director" style="border-bottom: 1px dotted #007bff !important;">technical director at headquarters and will have three main responsibilities. The first responsibility is Technical Expertise, which includes guiding the global sector strategy, ensuring technical support to projects according to global technical standards, and maintaining quality control and monitoring. The second responsibility is Business Development, which involves strategic technical follow-up, developing strategic partnerships, and supporting the development and writing of new project proposals. The third responsibility is Standards/Knowledge Management/Lessons Learned, which includes establishing technical standards, coordinating a knowledge management system, and facilitating professional development within the technical direction. This role requires a strong commitment to the organization's mission and the ability to work collaboratively across various sectors and contexts.
Duties and Responsibilities:
Technical Expertise: Guide the global sector strategy, ensure technical support to projects, and maintain quality control.
Business Development: Monitor global dynamics, develop strategic partnerships, and support project proposal development.
Standards/Knowledge Management: Establish technical standards, coordinate knowledge management, and facilitate professional development. Specific activities include leading the development and monitoring of the global sector strategy, providing technical support to projects, conducting field missions for technical follow-up, analyzing internal strengths and weaknesses, identifying partnership opportunities, and contributing to the visibility and influence of HI's expertise in the sector.
Required Qualifications: Candidates must have at least 5 years of experience in mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS) within an international NGO, including experience in low or middle-income countries and/or humanitarian contexts. They should possess strong communication skills in both French and English, be able to plan activities with clear objectives, and have experience in training and technical supervision in MHPSS. A strong understanding of public health systems and community interventions in mental health is also desirable, along with knowledge of related sectors such as violence protection and inclusive humanitarian action.
Educational Background: A master's degree or equivalent in mental health or psychology from a recognized university or higher education institution is required. Candidates with significant relevant experience in closely related fields may also be considered.
Experience: Candidates should have a minimum of 5 years of relevant experience in the field of mental health and psychosocial support, particularly in international NGO settings. Experience in training and supervising technical staff in emergency and prolonged crisis contexts is essential, as well as familiarity with public health systems and community-based interventions.
Languages: Fluency in both French and English is mandatory. Additional language skills may be considered an asset but are not required.

The desired start date is November 15, 2026, and the position is a permanent contract (CDI). The role is based in Lyon, Brussels, or Luxembourg, with a competitive salary starting at 2857 euros gross per month, 34 days of paid leave, and 13 RTT days annually.
