Job Overview:
The Quality Assurance Officer position is integral to the Department of Finance within WHO, which aims to support various offices in financial matters, ensuring precise and timely services. The officer will assist in conducting country risk assessments and preparing the annual global assurance plan. This role involves supporting assurance activities to ensure a harmonized approach across the organization, facilitating effective knowledge sharing among colleagues. The officer will review draft assurance reports, monitor assurance activities, and prepare statistics and global monitoring reports. Regular communication with regional counterparts is essential for seamless collaboration, and the officer will also provide input into policy revisions based on findings related to quality assurance. The position requires a proactive approach to data analysis and exception management, ensuring accurate reconciliation of expenditure data and addressing discrepancies.

Duties and Responsibilities:
The Quality Assurance Officer will have a comprehensive set of responsibilities, including:
  • Assisting with country risk assessments and preparing the annual global assurance plan.
  • Supporting assurance activities to ensure a harmonized approach across the organization.
  • Reviewing draft assurance reports prepared at the regional level prior to finalization.
  • Monitoring assurance activities conducted in the regions and preparing statistics and global monitoring reports.
  • Reviewing and clearing Third-Party Monitoring (TPM) - Grant LOA reports.
  • Maintaining regular communication with regional counterparts to ensure collaboration.
  • Providing input into the revision of relevant policies and processes based on findings.
  • Performing related duties as assigned, including special reviews and analyses.
  • Conducting data analysis and exception management, including reviewing and reconciling expenditure data, investigating discrepancies, and summarizing findings for management review.

Required Qualifications:
Candidates must possess a first university degree in Business Administration, Financial Management, Auditing, or a relevant field. Professional certification in auditing or accounting, such as Certified Internal Auditor, Certified Public Accountant, or Chartered Accountant, is essential. An advanced university degree (Master's) in one of the mentioned areas is desirable. Candidates should have sound knowledge and skills in quality assurance, risk management, internal control principles, and financial management.

Educational Background:
The educational background required for this position includes a first university degree in a relevant field such as Business Administration, Financial Management, or Auditing. Additionally, professional certification in auditing or accounting is essential, with an advanced degree being desirable. Candidates must have their qualifications recognized by the World Higher Education Database (WHED).

Experience:
The position requires a minimum of two years of experience in auditing, internal control, risk management, or financial management. Experience in assessing internal controls is essential, while audit experience with an international public accounting firm and experience working in an international organization are desirable. Public sector experience and exposure at the international level are also beneficial.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French and Arabic is desirable, which would enhance communication capabilities within the organization and with external partners.

Additional Notes:
The position offers a competitive remuneration package, starting with an annual base salary of USD 56,046, along with a variable post adjustment reflecting the cost of living.
