Job Overview:
The Operations Analyst will play a crucial role in supporting the implementation of various projects within UN-Habitat. This position requires close collaboration with program, operations, and project teams to ensure that project objectives and organizational priorities are met. The incumbent will be responsible for managing administrative and operational tasks, which include personnel recruitment, contract administration, and maintaining accurate records. The role also involves contributing to strategic decision-making through data analysis and insights, ensuring compliance with organizational standards, and promoting ethical principles in all activities. The Operations Analyst will report directly to the Head of the Brazil Office and will be expected to participate in missions as required to support the organization's objectives.

Duties and Responsibilities:
The Operations Analyst will have a diverse set of responsibilities, including: 1) Independently managing personnel recruitment and administration processes, including contract admissions and renewals. 2) Reviewing and consolidating consultants' reports for contract administration and payroll processes. 3) Maintaining administrative databases and ensuring data accuracy. 4) Managing documentation and filing systems to ensure compliance and accessibility. 5) Contributing to audit activities and compliance reviews. 6) Drafting and processing official correspondence and reports. 7) Analyzing data to provide insights for strategic decision-making. 8) Identifying improvements in administrative workflows and implementing digital tools. 9) Supporting project activities and ensuring alignment with organizational procedures. 10) Maintaining organized records of project activities and risks. 11) Ensuring compliance with UN-Habitat quality standards. 12) Promoting a safe and inclusive work environment. 13) Completing required training and security" style="border-bottom: 1px dotted #007bff !important;">security courses as mandated by the organization.

Required Qualifications:
Candidates must possess a Bachelor's degree in Human Resources, People Management, Administration, Business Management, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. Proficiency in Microsoft Office Suite is essential, along with knowledge of recruitment processes and contract administration. Candidates should demonstrate the ability to manage multiple tasks while maintaining accuracy and compliance with procedures. Familiarity with urban development and climate issues is desirable, as is previous experience within the UN System.

Educational Background:
A Bachelor's degree in a relevant field such as Human Resources, People Management, Administration, or Business Management is required. Candidates with additional relevant experience may be considered in lieu of formal education. This educational background is essential for understanding the complexities of human resources and administrative functions within the context of UN-Habitat's mission.

Experience:
A minimum of four years of experience in human resources, administrative, or operational activities is required, specifically within Brazil. Candidates should have a strong understanding of the local context and challenges related to urban development. Experience within the UN System is considered an asset, as it provides familiarity with the organization's procedures and standards.

Languages:
Fluency in Portuguese is mandatory, along with a working knowledge of English. Knowledge of Spanish is also beneficial, as it is the working language of the Regional Office. Proficiency in these languages is crucial for effective communication and collaboration within the organization and with external stakeholders.

Additional Notes:
The position is a local contract (LICA) with UNOPS, and the consultant will receive Cigna health insurance. The expected duration of the contract is six months, with the possibility of extension based on performance and availability of funds. The consultant must be available for travel within Brazil as required for project activities.
