Job Overview:
The Programme Analyst (Resilience and Climate Change) will play a crucial role in supporting the implementation of the 'Resilient Paraná' project, which aims to enhance urban resilience and climate change mitigation strategies in the State of Paraná. This position requires close collaboration with various teams, including programme, operations, and project teams, to ensure that project objectives are met. The incumbent will be responsible for providing technical and operational support for project activities, which include communication campaigns, capacity-building initiatives, and data management processes. The role also involves engaging with stakeholders, organizing training sessions, and contributing to the development of strategic frameworks that align with the Sustainable Development Goals (SDGs) and the New Urban Agenda. The Programme Analyst will be expected to monitor project progress, assist in risk management, and support the documentation of lessons learned and best practices, thereby contributing to the overall success of the project.

Duties and Responsibilities:
The Programme Analyst (Resilience and Climate Change) will have a comprehensive set of responsibilities, including: 1) Providing technical and operational support for the implementation of project activities related to urban resilience and climate change. 2) Supporting the execution of key project activities, such as communication campaigns and capacity-building initiatives. 3) Assisting in organizing and delivering trainings, workshops, and consultations, ensuring inclusive approaches. 4) Contributing to data collection, analysis, and management to support evidence-based decision-making. 5) Facilitating stakeholder engagement and coordination with various partners, including government and civil society. 6) Providing logistical and technical support for meetings and events, and preparing updates on project progress. 7) Supporting project management activities, including monitoring deliverables and timelines. 8) Identifying risks and challenges in project implementation and developing mitigation measures. 9) Documenting project activities and preparing technical reports. 10) Supervising and managing consultants’ activities and reviewing their deliverables. 11) Participating in meetings and events as required, and performing other related duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Architecture and Urbanism, Geography, Environmental Engineering, Law, Social Science, or related fields. Alternatively, candidates with an additional three years of relevant experience beyond the educational requirement will also be considered. A postgraduate degree in relevant fields is desirable. Candidates should have a minimum of four years of experience in sustainable development, urban development, or resilience-related projects, particularly in Brazil. Experience with international development agendas and previous work within the United Nations System is also desirable. Strong computer skills, including proficiency in Microsoft Office and GIS software, are required, along with good knowledge of project management methodologies.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Architecture and Urbanism, Geography, Environmental Engineering, Law, or Social Science. A postgraduate degree in related areas is considered an asset. Candidates with extensive relevant experience may be considered in lieu of formal educational qualifications, particularly if they have demonstrated expertise in sustainable urban development and resilience.

Experience:
The position requires a minimum of four years of professional experience in sustainable development, urban development, or resilience-related projects, specifically within Brazil. Candidates should have a proven track record of working on projects related to climate change and urban resilience. Experience with international development frameworks and previous involvement with the United Nations or similar organizations is highly desirable, as it demonstrates familiarity with the operational context and objectives of UN-Habitat.

Languages:
Fluency in Portuguese is mandatory for this position, as it is essential for effective communication and stakeholder engagement within Brazil. A working knowledge of English is desirable, as it may facilitate collaboration with international partners and access to global resources. Knowledge of French and Spanish is also beneficial, given the multilingual environment of the United Nations and the Regional Office.

Additional Notes:
The contract for this position is a Local Individual Contractor Agreement (LICA) with UNOPS, and it includes health insurance coverage through Cigna. The initial duration of the contract is twelve months, with the possibility of extension based on performance and availability of funds. The position is open only to nationals of Brazil or candidates holding a permanent visa in Brazil. The incumbent may be required to travel within Brazil for project-related activities, and all travel will adhere to United Nations policies and procedures.
