Job Overview: The Finance Associate position at IOM involves a range of financial management responsibilities under the supervision of the National Resource Management Officer and the Senior Finance Associate. The successful candidate will play a crucial role in managing financial resources, ensuring compliance with IOM's rules and regulations, and supporting the financial management of projects. This includes monitoring and controlling assets, processing invoices, performing quality assurance on project expenses, and assisting with financial reporting. The role requires close coordination with various units within IOM, including headquarters and administrative centers, to ensure accurate tracking of expenditures and compliance with internal policies. The Finance Associate will also provide guidance to staff regarding accounting and treasury payments, and assist in the preparation of financial reports in compliance with donor agreements.
Duties and Responsibilities:
Assist in managing financial resources by monitoring and controlling assets, reserves, funds, and supplies in accordance with IOM rules and regulations.
Extract and input data from various sources into financial or accounting systems, review and process invoices, and manage payment requests in the WAVE Oracle System.
Perform quality assurance on project line items, ensuring proper usage of GL accounts and project budget lines, and that expenses are correctly allocated.
Review vendor payments, ensuring all requests are duly authorized and supported by necessary documentation.
Provide assistance to staff services such as travel, expense claims, and document retrieval.
Ensure systematic completion of all posted payments and accounting documents according to established standards.
Assist with invoice reconciliation for office purchases, ensuring all transactions are properly documented.
Provide guidance to staff on accounting and treasury payments.
Assist in financial management of locally implemented projects, including budget monitoring and preparation of financial reports. 1
Prepare financial reports in compliance with donor agreements, ensuring accuracy and completeness. 1
Review and update financial and budgetary information for new project proposals and revisions. 1
Perform financial analyses and reconciliation of account balances. 1
Monitor outstanding vendor accounts and follow up on overdue payments. 1
Review treasury transactions and coordinate with bank approvers for payment authorization. 1
Perform regular bank reconciliations and manage outstanding checks. 1
Assist in check issuance and maintain the office check registry. 1
Perform period-end activities, including monthly and yearly account closures. 1
Implement IOM Financial Management Rules and Procedures, recommending improvements in internal controls and accounting practices. 1
Perform other related duties as required.
Required Qualifications: Candidates must possess a Bachelor’s degree in Business Administration, Accounting, Finance, or a related field with three years of relevant professional experience; or a High School diploma with five years of relevant experience. Proficiency in Microsoft Office applications is essential, along with attention to detail and the ability to organize paperwork methodically. Candidates should demonstrate discretion, client orientation, and a willingness to learn. Strong communication and negotiation skills are also required, along with sound knowledge of IOM's administrative, budgetary, financial, and business rules and practices.
Educational Background: A Bachelor’s degree in Business Administration, Accounting, Finance, or a related field is required. Alternatively, a High School diploma with five years of relevant experience is acceptable. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database.
Experience: The position requires three years of relevant professional experience for candidates with a Bachelor’s degree, or five years for those with a High School diploma. Experience in financial management, accounting, and budget monitoring is essential, along with familiarity with IOM's financial rules and practices. Candidates should have a demonstrated ability to work with national and international institutions and prepare clear and concise reports.
Languages: Fluency in English (oral and written) is required for this position. Working knowledge of other languages is desirable and will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type for this position is a One Year Fixed Term, with an initial duration of 12 months. The position is classified at Grade G5, Step 1, with a monthly salary of USD 6,714.5
