Job Overview:
The E T Consultant position at the World Bank involves joining the Tunisia Program Management team as the TERI Umbrella Portfolio Coordinator. This role is crucial for managing, administering, and coordinating the Tunisia Economic Resilience and Inclusion (TERI) Umbrella Trust Fund Program 2.
  • The selected candidate will support the Umbrella Program Manager in overseeing the day-to-day management of the TERI portfolio, which includes providing operational and substantive support to Global Practices (GPs) in the preparation, implementation, monitoring, and reporting of activities. The Coordinator will also be responsible for tracking portfolio performance, ensuring compliance with World Bank trust fund policies, and contributing to strategic discussions regarding TERI activities. This position requires a proactive approach to managing relationships with donors and government counterparts, as well as the ability to communicate effectively across various stakeholders.

Duties and Responsibilities:
The selected candidate will be responsible for several key tasks, including:
  • Managing and administering the TERI Umbrella 2.0 portfolio, providing operational support to GPs, and ensuring timely coordination of inputs across teams.
  • Preparing annual reports for donors on the progress of the TERI Umbrella Trust Fund Program, including compiling inputs from various stakeholders and ensuring quality control of the reports.
  • Compiling budget reports that highlight funding allocations, disbursements, and commitments, and flagging necessary actions to the Umbrella Program Manager.
  • Organizing and supporting donor meetings, including preparing agendas, drafting briefing materials, and documenting key takeaways.
  • Leading the organization of MDTF-related events, including Partnership Council and Technical Committees meetings, and ensuring that minutes and follow-up actions are documented.
  • Supporting the development and implementation of a communication and visibility plan for TERI 2.0, including preparing key visibility products and ensuring consistency of messaging.
  • Maintaining regular engagement with donors and government counterparts, tracking agreed actions, and ensuring timely responses to requests for information.
  • Providing programmatic and operational support to selected Global Practices engaged in the Tunisia country program, contributing to the implementation of the Country Partnership Framework.

Required Qualifications:
Candidates must possess a Master's degree (or equivalent) in economics, public policy, international development, finance, or a related field. Alternatively, a Bachelor's degree with at least five years of relevant experience may be considered in lieu of a Master's degree. Additionally, candidates should have a minimum of five years of relevant professional experience in international development organizations, including multilateral development banks, bilateral donors, or UN agencies. Experience within the World Bank Group is an advantage, as is demonstrated experience working with Multi-Donor Trust Funds (MDTFs). Familiarity with World Bank operational systems and tools, such as the TF Portal and Client Connection, is also beneficial.

Educational Background:
The position requires a Master's degree or equivalent in a relevant field such as economics, public policy, international development, or finance. A Bachelor's degree with significant relevant experience may be considered as an alternative qualification. This educational background is essential for understanding the complexities of international development and the operational frameworks of the World Bank.

Experience:
Candidates should have a minimum of five years of relevant professional experience in international development organizations, which may include work with multilateral development banks, bilateral donors, or UN agencies. Experience within the World Bank Group is particularly advantageous, as it demonstrates familiarity with the organization's operational systems and culture. Additionally, experience in managing Multi-Donor Trust Funds (MDTFs) and donor relations is required.

Languages:
Excellent command of both English and French, written and spoken, is essential for this position. Proficiency in these languages is necessary for effective communication with stakeholders, including donors and government counterparts. While additional languages may be beneficial, English and French are mandatory for fulfilling the role's responsibilities.
