Job Posting Organization: The Radiocommunication Bureau (BR) is a specialized agency responsible for the application of the Radio Regulations and provides technical and administrative support for ITU World and Regional Radiocommunication Conferences, Radiocommunication Assemblies, and Study Groups. Established to manage international regulatory processes for frequency assignments and satellite orbits, the Bureau assists administrations in coordinating and implementing frequency spectrum and orbit requirements while resolving cases of harmful interference. The BR is organized into four departments: Space Services, Terrestrial Services, Informatics, Administration and Publications, and Study Groups. The Informatics, Administration and Publications Department (IAP) consists of four divisions: Space Applications Software, Terrestrial Applications Software, Common Software Platform, and Business Operations and Planning. This department is tasked with developing and maintaining software and tools used by the BR, conducting studies on technology policies, and managing all operational aspects of the BR, including human resources management and planning.
Job Overview: This consultancy role is situated within the Common Software Platform Division (CSP) of the Informatics, Administration and Publications Department (IAP). The primary objective of this consultancy is to support the implementation of the e-Comment project, a new web application designed to replace the legacy SpaceCom desktop application for commenting on coordination requirements established by the BR. The consultant will be responsible for conducting a thorough technical assessment of existing CI/CD pipelines, build processes, tooling, infrastructure automation, and security" style="border-bottom: 1px dotted #007bff !important;">security practices, identifying areas for improvement that align with best practice DevSecOps standards. The role requires the creation and enhancement of automated Azure DevOps pipelines for both web and desktop applications, ensuring deployment reliability and security integration throughout the development lifecycle. The consultant will also work closely with developers to define requirements, establish DevSecOps standards, and provide training on new tools and processes, producing clear documentation to facilitate smooth adoption across teams.
Duties and Responsibilities: The consultant will undertake a variety of tasks under the guidance of the head of the Common Software Platform Division (CSP). Key responsibilities include conducting a technical assessment of current CI/CD pipelines and security practices, creating or improving automated Azure DevOps pipelines for web and desktop applications, integrating automated security scanning and vulnerability management into all pipelines, containerizing services where feasible, and designing deployment pipelines for cloud platforms such as Azure and AWS. The consultant will also implement automated workflows for building and distributing desktop applications, configure infrastructure-as-code templates, and work closely with developers to define requirements and train teams on new tools and processes. Additionally, the consultant will document all implemented processes, pipelines, standards, and procedures in Confluence to ensure smooth adoption across teams.
Required Qualifications: Candidates must possess an advanced university degree in systems engineering, information technology, computer science, or a related field, or an equivalent diploma from a reputable college of advanced education. The position requires at least five years of relevant experience, with proven expertise in designing and automating CI/CD pipelines and deployment processes for web and/or desktop applications, particularly in Windows environments using Azure DevOps. Candidates should demonstrate hands-on experience with containerization and deploying applications to cloud environments, preferably Azure and/or AWS, as well as applying DevSecOps practices within CI/CD workflows. Experience in automating desktop application build pipelines, including packaging and code-signing of Windows executables, is essential. Desirable qualifications include experience with Infrastructure as Code tools, prior involvement in modernizing legacy processes, and familiarity with orchestration platforms like AKS or Azure Container Apps.
Educational Background: An advanced university degree in systems engineering, information technology, computer science, or a related field is required. Alternatively, candidates may possess a diploma from a reputable college of advanced education that is equivalent to an advanced university degree in one of the aforementioned fields.
Experience: Candidates must have a minimum of five years of experience relevant to the Special Service Agreement (SSA). This experience should include proven capabilities in designing and automating CI/CD pipelines and deployment processes for web and/or desktop applications, particularly in Windows environments using Azure DevOps. Hands-on experience with containerization and deploying applications to cloud environments is also required, along with a strong understanding of DevSecOps practices such as automated testing and security scanning within CI/CD workflows. Experience in automating desktop application build pipelines is essential, and desirable experience includes familiarity with Infrastructure as Code and configuration management tools.
Languages: Candidates must have advanced knowledge of English or French. Proficiency in either language is mandatory, while knowledge of additional languages may be considered an asset.
Additional Notes: The consultancy is for a duration of six months and is open to external candidates. The position is remote, allowing for home-based work. The remuneration for this role ranges between USD 230 and USD 420 per working day, depending on the consultant's work experience.
