Job Overview: The consultancy position is designed to support the ITU Arab Regional Office in the development of Digital Innovation Profiles (DIP) for selected Arab countries. The consultant will engage in comprehensive research, stakeholder mapping, and ecosystem analysis to assess the digital innovation landscape. This role requires the consultant to provide technical expertise that will facilitate evidence-based assessments and stakeholder engagement processes. The consultant will be responsible for drafting reports that reflect the current state of digital innovation in the targeted countries, thereby contributing to the broader goal of enhancing entrepreneurship and digital economy growth in the region.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including conducting thorough research to support the development of the Digital Innovation Profile for the chosen country. This involves identifying key stakeholders across multiple sectors such as public, private, academia, finance, and entrepreneurial support networks. The consultant will conduct interviews with these stakeholders to gather insights and data necessary for the profile. Regular updates on project progress will be communicated through virtual meetings and reports. The consultant will also maintain ongoing communication with Country Focal Points and the Digital Innovation Profile Coordinator, ensuring alignment with project objectives. A significant deliverable will be the production of an initial draft of the innovation profile, which will be refined based on feedback from ITU and government representatives. The consultant is expected to deliver a comprehensive report that encapsulates the findings and recommendations for enhancing the digital innovation ecosystem.
Required Qualifications: Candidates must possess an advanced university degree in telecommunications, computer science, information technology, or engineering. Alternatively, a diploma of equivalent standard from a recognized institution in one of these fields is acceptable. The role requires a strong analytical background and the ability to draft and present reports effectively. Excellent verbal and written communication skills are essential, along with the capacity to work independently and take initiative in research and stakeholder engagement activities.
Educational Background: An advanced university degree in relevant fields such as telecommunications, computer science, information technology, or engineering is required. Candidates with a diploma of equivalent standard from a reputable institution in these areas will also be considered. Experience: A minimum of five years of progressive experience in fields relevant to the consultancy is required. Familiarity with ITU's ICT-centric innovation ecosystem methodology is considered an advantage, as it will enhance the consultant's ability to contribute effectively to the project.
Languages: Proficiency in English at an advanced level is mandatory for this position. Additional Notes: The consultancy is structured as a series of various assignments, allowing for flexibility in engagement. The remuneration for this position ranges between USD 280 and USD 650 per working day, depending on the consultant's experience and the complexity of the assignments.
