Job Overview:
The position of Local Consultant in Anti-Corruption Research and Methodology is crucial for the Agency for Prevention of Corruption (APC) in Serbia. The consultant will play a key role in strengthening the analytical and oversight capacities of the APC by developing a comprehensive methodological tool for structured research and analytical oversight. This tool will enable the APC to systematically assess corruption risks and evaluate the effectiveness of preventive measures. The consultant is expected to have a deep understanding of the anti-corruption landscape in Serbia and will work closely with APC staff to ensure that the developed methodologies are practical and applicable. The role requires a blend of analytical skills, research capabilities, and a solid grasp of the legal and institutional frameworks governing anti-corruption efforts in Serbia.

Duties and Responsibilities:
The consultant will be responsible for several key tasks under the supervision of the Senior Project Assistant. These include:
  • Reviewing the existing APC framework and practices for research, analysis, and oversight across relevant areas of its preventive mandate.
  • Developing a comprehensive methodological tool for structured, evidence-based research and analytical oversight, which includes defining analytical steps, criteria, indicators, benchmarks, and relevant data sources.
  • Creating a dedicated desk research module for integrity plans that includes practical instruments for risk-based assessment of their quality, relevance, and implementation, as well as identifying high-risk processes and assessing proposed preventive measures.
  • Testing, validating, and finalizing the methodology and accompanying tools in consultation with APC staff to ensure they meet the agency's needs and standards.

Required Qualifications:
Candidates must possess the following qualifications:
  • Citizenship of or permanent residence in the Republic of Serbia.
  • A university degree in law, political science, social sciences, or another relevant field.
  • A minimum of ten years of relevant professional experience in anti-corruption, integrity, public administration, governance, or a related field.
  • Demonstrated experience in developing methodologies, analytical frameworks, assessment tools, indicators, or research instruments, preferably in the area of corruption prevention or public-sector integrity.
  • Experience working with public institutions and/or independent oversight bodies is considered an asset.
  • A good understanding of the Serbian anti-corruption institutional and legal framework, particularly the mandate and functions of the APC.
  • Excellent analytical, drafting, and communication skills.
  • Professional fluency in Serbian, both oral and written.
  • Full computer literacy. 1
  • Ability and willingness to work with people of different cultural, national, and religious backgrounds. 1
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.

Educational Background:
The educational background required for this position includes a Bachelor's Degree (First-level university degree or equivalent) in relevant fields such as law, political science, social sciences, or other related disciplines. This educational foundation is essential for understanding the complexities of anti-corruption measures and the legal frameworks that govern them.

Experience:
The position requires at least ten years of relevant professional experience in fields related to anti-corruption, integrity, public administration, or governance. This extensive experience is necessary to ensure that the consultant has a comprehensive understanding of the challenges and best practices in the field of corruption prevention and public-sector integrity.

Languages:
The mandatory language for this position is Serbian, with professional fluency required in both oral and written forms. This is essential for effective communication with APC staff and stakeholders. While not mandatory, proficiency in additional languages may be considered an asset, particularly if they are relevant to the context of anti-corruption work in Serbia.

The consultant will be employed on a Special Service Agreement for a fixed duration from November 1, 2026, to November 30, 202
  • The total remuneration for this consultancy will not exceed 175,500 RSD, which will be commensurate with the individual's qualifications and experience. Payment will be made upon successful completion of all tasks outlined in the consultancy agreement. The consultant will work remotely from home, and accommodation costs related to this consultancy will be covered by the OSCE.
