Job Overview:
The consultancy role is part of the Joint Programme 'Strengthening Migration Governance and Asylum Systems in Serbia: Enhancing Policies, Protecting Rights,' which is implemented by IOM and the United Nations High Commissioner for Refugees (UNHCR) in collaboration with the Commissariat for Refugees and Migration of the Republic of Serbia (SCRM). The program is funded by the Government of Switzerland and aims to enhance migration governance, asylum systems, and the protection of the rights of migrants and vulnerable groups in Serbia. The selected consultant will be responsible for the design, development, testing, deployment, and handover of a bilingual (Serbian and English) website for EMN Serbia, which will serve as a central platform for publishing migration-related information and supporting visibility and cooperation with stakeholders. The consultant will also provide necessary technical specifications and implementation solutions for the successful delivery and long-term maintenance of the platform.

Duties and Responsibilities:
The consultant will perform several key tasks under this contract, including:
  • Deliverable 1 - Requirements Analysis, Technical Concept and Design Package: Review existing concepts and functional requirements, prepare a detailed Functional Specification, develop a sitemap and information architecture, define page structure and content management approach, create wireframes and UX/UI design proposals, propose a CMS solution, identify integration requirements, and define technical architecture and non-functional requirements.
  • Deliverable 2 - Website Development, Configuration and Testing: Develop the bilingual EMN Serbia website, configure the CMS platform, implement multilingual functionality, develop publication management and content categorization functionalities, implement SEO requirements, and conduct functional and usability testing.
  • Deliverable 3 - Deployment, Handover, Training and Warranty Support: Configure and deploy the website, support User Acceptance Testing, deliver user training and technical documentation, transfer ownership and administrative control of the website, and provide post-launch warranty support. Each deliverable has specific timelines and requires formal approval from SCRM and IOM before processing payments.

Required Qualifications:
Candidates must possess a university degree in Information Technology, Computer Science, Software Engineering, Web Development, Information Systems, or a related field from an accredited institution. Relevant professional certifications in web development, CMS administration, UX/UI design, accessibility, cybersecurity, or project management are advantageous. Candidates should have at least three years of relevant professional experience in web design, web development, CMS implementation, and IT consultancy, with demonstrated experience in preparing functional and technical specifications, wireframes, and procurement-related documentation. Proven experience in designing or implementing bilingual or multilingual websites, particularly for public institutions or international organizations, is also required.

Educational Background:
A university degree in a relevant field such as Information Technology, Computer Science, Software Engineering, Web Development, or Information Systems is required. Additional certifications in web development, CMS administration, UX/UI design, accessibility, cybersecurity, or project management would be beneficial and enhance a candidate's profile.

Experience:
Candidates should have a minimum of three years of relevant professional experience in web design, web development, CMS implementation, and IT consultancy. Experience in preparing functional and technical specifications, wireframes, and documentation is essential. Proven experience in designing or implementing bilingual or multilingual websites, particularly for public institutions or international organizations, is highly desirable. Familiarity with content management systems, responsive web design, accessibility standards, web security" style="border-bottom: 1px dotted #007bff !important;">security, SEO, and user training is also important.

Languages:
Excellent command of English and Serbian, both written and spoken, is mandatory for this consultancy. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The consultancy is subject to IOM's policies, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations and IOM. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. The appointment will be subject to certification of medical fitness, residency or visa requirements, and security clearances.
