Job Overview: The Senior Investment Specialist (Guarantees) position is situated within the Private Sector Mobilization and Blended Finance Division of the Private Sector Operations Department at ADB. This role is pivotal in leading and mobilizing financing from commercial sources such as banks and insurance companies to support ADB's sovereign and non-sovereign clients. The specialist will be responsible for originating, structuring, executing, and syndicating debt, as well as issuing political risk and credit guarantees. The position requires a proactive approach to maintaining relationships with commercial financiers and contributing to mobilizing financing and risk-sharing capacity for capital market, public-private partnership (PPP), infrastructure, and financial market transactions. The Senior Investment Specialist will also oversee junior team members and report directly to the Director of the Private Sector Mobilization and Blended Finance Division.
Duties and Responsibilities: The duties and responsibilities of the Senior Investment Specialist (Guarantees) include leading and managing project transactions involving ADB's sovereign and non-sovereign clients in the infrastructure and financial sectors. This involves identifying, structuring, executing, and assisting in syndicating transactions, particularly through the use of credit insurance. The specialist will also support regional department teams in securing financing from commercial sources using ADB guarantees with sovereign recourse. Additionally, the role entails leading business development efforts to mobilize commercial financing through guarantees, promoting innovative financing structures, and building relationships with insurers and major commercial lenders. The specialist will advise on financing structures for transactions with varying risk levels and recommend improvements to ADB's cofinancing policies. Knowledge management is also a key responsibility, including increasing awareness of ADB's guarantee products and preparing instructional materials and publications.
Required Qualifications: Candidates for the Senior Investment Specialist (Guarantees) position must possess a Master's Degree or equivalent in a business or finance-related field. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. A minimum of 10 years of relevant professional work experience in project and/or structured finance is required, including hands-on experience in originating, structuring, executing, or working with political risk and credit guarantees, as well as project finance transactions for infrastructure, PPP, and/or financial sector transactions. International experience in development across multiple countries is also essential. Excellent written and verbal communication skills in English are mandatory.
