Job Overview:
The Finance Assistant position at WFP is designed for individuals who are expected to take responsibility for a variety of finance-related processes and activities. This role requires a degree of interpretation of standard guidelines and practices, allowing job holders to recommend actions to staff at various levels and allocate tasks to support staff. The primary objective of this position is to support the effective delivery of finance, budget, and administration services, ensuring the transparent and efficient utilization of financial resources. The Finance Assistant will work under the guidance of the Head of Finance and Resource Management and the direct supervision of the Senior Finance Associate, contributing to the overall financial health of the organization.

Duties and Responsibilities:
The Finance Assistant will be responsible for a comprehensive set of tasks, including but not limited to:
  • Monitoring monthly expenditure forecasts and providing expenditure reports to facilitate informed decision-making.
  • Processing domestic Trip Advances, Daily Subsistence Allowance (DSA), and settling domestic air ticket invoices.
  • Regularly monitoring the Imprest bank and petty cash accounts to ensure adequate funds are available and appropriately disbursed.
  • Verifying all Non-food Items (NFI) vendor claims, advances, and other receivables while adhering to procurement procedures to ensure timely payments to suppliers.
  • Processing all payments through ServiceNow via the Global Payments Solution (GPS).
  • Managing the Invoice Tracking System (ITS), including uploading invoices, assigning them to respective Spending Units, and resolving any issues with rejected invoices.
  • Assisting in compiling information from various sources to prepare reports related to budgets, accounting, finance, and statistics.
  • Retrieving, formatting, and validating information from financial information systems, addressing discrepancies, and following up on corrective actions.
  • Leading documentation efforts, including filing, archiving, and disposing of financial documents. 1
  • Creating Journal Vouchers (JV) for adjustment entries and fund returns in WFP Information Network and Global Systems (WINGS). 1
  • Monitoring and recording all expenses in line with the approved budget to ensure correct expenditure costs are charged and payments processed timely. 1
  • Performing other related duties as requested by the supervisor.

Required Qualifications:
Candidates must possess a completion of secondary school education, with a post-secondary certificate in a related functional area being desirable. A university degree in finance, business administration, economics, or a related area is also preferred. Additionally, candidates should demonstrate a strong focus on accuracy and consistency while processing a large volume of transactions, and have a working knowledge of ERP systems, preferably SAP Software. Proficiency in Microsoft Office Suite (MS Word, MS Excel, and MS PowerPoint) is essential.

Educational Background:
The educational requirements for this position include the completion of secondary school education. A post-secondary certificate in a related functional area is desirable, and a university degree in finance, business administration, economics, or a related area is preferred. This educational background is crucial for understanding the financial processes and systems that the Finance Assistant will be working with.

Experience:
Candidates should have a minimum of 5 years of relevant work experience in finance. This experience should include a strong focus on accuracy and consistency in processing large volumes of transactions. Familiarity with ERP systems, particularly SAP Software, is desirable, as is experience working in emergency settings, which can provide valuable insights into the financial challenges faced in such environments.

Languages:
Excellent written and spoken proficiency in both English and Nepali is mandatory for this position. These language skills are essential for effective communication within the organization and with external stakeholders, ensuring that financial processes are understood and executed correctly.

The position is a Service Contract (SC) with a level of 5 and a contract duration of 11 months. The duty station is Kathmandu, Nepal.
