Job Overview:
The Senior Outcomes Specialist will play a critical role in leading initiatives that translate corporate priorities and outcome commitments into actionable management routines. This position will involve a significant focus on sector-specific stocktakes, managing the High-Level Council on Jobs, and developing AI-enabled outcomes tools. The role requires a blend of expertise in development economics, advanced quantitative analysis, and senior stakeholder management. The successful candidate will be responsible for ensuring that strategies and portfolios are on track to deliver agreed outcomes, utilizing a combination of analytical methods and behavioral insights to drive performance and accountability within the organization.

Duties and Responsibilities:
  • Lead sector-focused stocktakes and delivery reviews, designing and managing systematic programs that enable senior management to assess strategies and implementation pathways. This includes establishing analytical frameworks, integrating various data sources, and diagnosing institutional drivers of delivery.
  • Deliver advanced economic and quantitative analytics, applying statistical methods to understand outcome drivers and develop benchmarks and forecasts.
  • Manage the High-Level Council on Jobs, translating strategic direction into focused analytical agendas and coordinating engagement with Council members.
  • Advance AI-enabled outcomes tools, supporting the product cycle from problem definition to deployment and ensuring rigorous evaluation and validation.
  • Strengthen institutional learning and partnerships by developing methodological notes and case studies, and representing the work in technical discussions.

Required Qualifications:
Candidates must possess an advanced degree, preferably a Master's or PhD, in fields such as economics, public policy, or data science. A minimum of 8 years of relevant professional experience in development economics or related areas is required. The ideal candidate will have demonstrated experience working with government delivery units or similar performance-management structures, as well as strong quantitative skills and proficiency in analytical programming languages. Knowledge of behavioral science and experience in managing high-level reviews and translating findings into actionable strategies are also essential.

Educational Background:
An advanced degree in economics, behavioral economics, public policy, public administration, international development, data science, statistics, political economy, business administration, or a related field is required for this position. This educational background is crucial for understanding the complexities of development economics and the analytical methods necessary for the role.

Experience:
The position requires a minimum of 8 years of relevant professional experience, particularly in development economics, delivery-unit practice, or sector analytics. Candidates should have a strong track record of working with or advising government delivery units or similar organizations, demonstrating the ability to connect strategy with measurable outcomes and implement effective performance management practices.

Languages:
Fluency in English is mandatory for this position. While additional languages are not required, they are considered desirable and may enhance a candidate's profile, particularly in a diverse and international working environment.
