Job Overview: The consultancy position aims to provide technical and administrative support to the Latin American Laboratory for the Assessment of the Quality of Education (LLECE) and UNESCO Santiago in coordinating and implementing educational assessment initiatives in Haiti. The consultant will play a crucial role in managing the National Diagnostic Learning Assessment (DNAL) and ensuring Haiti's participation in the ERCE 2030 cycle. This position requires a proactive approach to facilitate the successful execution of project activities, ensuring alignment with UNESCO's guidelines and the cooperation framework established with Haiti's Ministry of National Education and Vocational Training. The consultant will be responsible for monitoring project implementation, coordinating with various stakeholders, and preparing necessary documentation for reporting and evaluation purposes.
Duties and Responsibilities: The consultant will be tasked with providing comprehensive technical, operational, and administrative support to UNESCO Santiago and LLECE. Key responsibilities include coordinating the implementation of the National Learning Assessment in Reading and Mathematics in Haiti, monitoring project progress against established work plans, and ensuring timely delivery of project outputs. The consultant will also manage procurement processes, coordinate activities among various institutions, and contribute to the work of hired consultants and technical experts. Additionally, the consultant will prepare meeting agendas, minutes, technical reports, and other documentation, as well as support the organization of workshops and capacity development initiatives. The role may also involve performing other duties as required by UNESCO Santiago.
Required Qualifications: Candidates must possess a degree in Social Sciences, Public Administration, Education, or a related field, with a preference for those with a focus on public management or public policy in the education sector. A minimum of five years of relevant experience in education within Latin American and Caribbean countries is required, along with demonstrated experience in project coordination and implementation. Previous roles such as Project Management Assistant or Project Coordinator are highly desirable. Strong organizational, coordination, and project management skills are essential, as well as the ability to manage multiple tasks effectively and work independently.
Educational Background: The educational background required for this position includes a degree in Social Sciences, Public Administration, Education, or a related field. An advanced university degree, such as a master's degree or equivalent, in Social Sciences, Project Management, Public Policy, Education, or similar fields would be considered an asset. Candidates with a focus on public management or public policy in the education sector are particularly encouraged to apply.
Experience: The position requires at least five years of relevant experience in the field of education, specifically within Latin American and Caribbean contexts. Additional Notes: The consultancy contract is expected to last between 6 to 11 months, with the consultant based in Santiago, Chile, and required to work on-site at the office on certain days of the week. Candidates must have authorization to work in Chile. Deliverables include monthly activity and deliverable reports based on the agreed work plan.
