Job Overview:
The position of Associé à la logistique (Contrats) at WFP involves managing logistics contracts and coordinating with service providers to ensure efficient transportation and logistics operations. The role requires a proactive approach to contract management, including drafting and approving contracts, organizing meetings with service providers, and evaluating their performance. The successful candidate will play a crucial role in supporting WFP's emergency response efforts by ensuring that logistical operations are conducted smoothly and effectively. This position is integral to maintaining the supply chain and ensuring that humanitarian assistance reaches those in need in a timely manner. The candidate will also be responsible for gathering market intelligence and conducting assessments to inform procurement decisions, thereby contributing to the overall efficiency of WFP's logistics operations.

Duties and Responsibilities:
  • Contracting transporters and other logistics service providers in accordance with WFP's transport manual.
  • Drafting requests for expressions of interest for approval by the supervisor and sending them out.
  • Pre-selecting service providers based on expressions of interest received.
  • Drafting proposals for approval by the supervisor to be presented to the Logistics Contracts Committee.
  • Presenting proposals to the Logistics Markets Committee.
  • Drafting requests for quotations to be sent to service providers for approval by the supervisor.
  • Organizing and conducting meetings with service providers as required, including pre-bid meetings and performance-related meetings.
  • Sending performance evaluation forms to unit users to assess service providers.
  • Organizing and conducting performance evaluation meetings with contracted service providers. 1
  • Drafting warning/termination letters for underperforming service providers for approval by the supervisor. 1
  • Drafting and obtaining approval for award letters. 1
  • Managing the contractual activities of logistics providers, including monitoring and measuring performance. 1
  • Maintaining accurate databases and filing of logistics contracts for audit purposes. 1
  • Supporting logistics preparedness and response activities to assist WFP's emergency response. 1
  • Collecting market intelligence and conducting assessments to support supplier selection processes. 1
  • Gathering and analyzing necessary data to provide an overview and highlights of the market and CSC reports. 1
  • Performing other duties as required by the supervisor.

Required Qualifications:
The ideal candidate should possess a secondary school diploma, with a post-secondary certificate in a related functional area being an asset. Candidates must have at least six (6) years of progressively responsible professional experience in logistics, contract management, procurement, supply chain, or a related field. Experience in a humanitarian environment is considered an advantage. Proven ability to lead and manage personnel, experience in managing third-party service providers, and familiarity with compiling contractual documents are essential. Candidates should also have experience in contract management, maintaining and utilizing enterprise systems, information management, and reporting, as well as excellent analytical skills and supplier management capabilities.

Educational Background:
Candidates are required to have a secondary school diploma. A post-secondary certificate in a relevant functional area is preferred, which may include logistics, supply chain management, or business administration. This educational background will provide the foundational knowledge necessary for effective contract management and logistics operations.

Experience:
Candidates should have a minimum of six (6) years of progressively responsible experience in logistics, contract management, procurement, supply chain, or a related field. Experience in a humanitarian context is a plus, as it demonstrates the ability to work effectively in challenging environments. The candidate should also have experience in managing service providers and compiling contractual documents, as well as familiarity with enterprise systems and information management.

Languages:
Fluency in both oral and written communication in the UN language used at the duty station is mandatory. Additionally, proficiency in the local language, if different from the UN language, is advantageous and may enhance communication with local stakeholders and service providers.

This position is a Fixed-Term Contract for a duration of 12 months, classified at G6 level. The role is based in Djibouti, Djibouti, and is a full-time position.
