Job Overview:
The UNEP Strategy Development Specialist position is primarily focused on supporting the development of the Climate Technology Centre and Network (CTCN) Fourth Programme of Work for the period 2028-203

• The specialist will engage in consultations with the CTCN team to gather lessons learned from the current Programme of Work, identify strategic priorities, and facilitate stakeholder consultations to ensure that the new Programme of Work aligns with the needs and expectations of various stakeholders. The role also involves contributing to the Joint Work Programme of the Technology Mechanism, which includes attending meetings, providing inputs for documentation, and developing strategies for dissemination and outreach to mobilize resources. The position requires a proactive approach to collaboration and communication, as well as the ability to synthesize complex information into actionable strategies.

Duties and Responsibilities:
The duties and responsibilities of the UNEP Strategy Development Specialist include:

• Supporting the development of the CTCN Fourth Programme of Work by reviewing relevant documents, facilitating consultations, and proposing methodologies for stakeholder engagement.
• Conducting inclusive consultations with stakeholders to gather input and feedback on the Programme of Work.
• Preparing drafts of the Programme of Work that outline CTCN mandates, strategic objectives, and priorities, including a costed budget.
• Presenting drafts at Advisory Board meetings and revising them based on feedback.
• Contributing to the Joint Work Programme of the Technology Mechanism by identifying synergies between CTCN and TEC, attending consultation meetings, and providing inputs for the Joint Work Programme document.
• Developing strategies for the dissemination and promotion of the new Programme of Work and outreach to stakeholders for resource mobilization.
• Performing other tasks as requested by the Director of the CTCN, including providing strategic advice and representing CTCN in engagements with partners.

Required Qualifications:
The required qualifications for the UNEP Strategy Development Specialist position include:

• An advanced university degree (Master’s degree or equivalent) in international development, environmental science, economics, or a related field.
• A minimum of 10 years of experience in climate change and environmental issues, with a focus on climate technology.
• Familiarity with the UNFCCC process is essential.
• Proven experience in developing organizational-level strategy documents that align with the strategic vision of an organization.
• Experience working for a UN or multilateral organization, particularly in supporting a constituted body or mechanism, is desirable.
• Strong analytical skills and the ability to synthesize information clearly and effectively.
• Excellent communication skills and the ability to work in a multi-cultural environment.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as international development, environmental science, economics, or a related discipline. This educational background is crucial for understanding the complexities of climate change and environmental policy, as well as for developing effective strategies and solutions in these areas.

Experience:
The position requires a minimum of 10 years of relevant experience in climate change and environmental issues, particularly in relation to climate technology. Candidates should have a strong track record of developing strategies and working collaboratively within international frameworks, such as the UNFCCC. Experience in a UN or multilateral organization is highly desirable, as it demonstrates familiarity with the operational and procedural aspects of such entities.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the stakeholders involved in the CTCN's work.
