Job Overview: The Governance, Risk and Compliance Analyst position is integral to the Governance, Risk and Compliance (GRC) framework within the Supply ChainManagement Unit (SCMU) at UNFPA. This role is pivotal in ensuring that risk management strategies are effectively integrated across all levels of the supply chain, thereby enhancing the quality and integrity of supplies and services. The analyst will support the Governance, Risk and Compliance Specialist in executing and overseeing the UNFPA Supply Chain Quality Management System. This includes collaborating with various stakeholders, including other SCMU colleagues, the Office of the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director, and external partners, to foster a culture of risk management. The analyst will also be responsible for ensuring that SCMU’s deliverables meet the highest quality standards, contributing to the effective oversight of UNFPA operations and programs. The role encompasses a wide range of responsibilities, from managing insurance policies to facilitating training initiatives and advocating for capacity strengthening within the supply chain management function.
Duties and Responsibilities: The Governance, Risk and Compliance Analyst will undertake a variety of duties, including:
Ensuring the end-to-end management of UNFPA insurance policies, including coverage adequacy and claims handling.
Serving as Secretariat for the UNFPA Contract Review Committee (CRC) and Vendor Review Committee (VRC), managing submissions and ensuring compliance with policies.
Managing the receipt and processing of sealed tenders for SCMU, ensuring secure handling and adherence to procedures.
Developing and analyzing reports related to SCMU GRC functions, including key performance indicators and annual reports.
Overseeing the Supply Chain GRC framework and driving continuous improvement using quality management standards.
Monitoring compliance with supply chain policies and regulations, managing audits, and implementing corrective measures.
Developing and maintaining SCM policies and guidelines in alignment with UNFPA’s Strategic Plan.
Supporting regional and country offices with training and implementation of policies. 1
Advocating for capacity-strengthening initiatives and mentoring UNFPA personnel. 1
Engaging with industry experts and contributing to research and publications. 1
Establishing effective collaboration with stakeholders and representing SCMU in relevant meetings. 1
Creating a conducive working environment aligned with UNFPA's People Strategy and leading a team if applicable. 1
Carrying out any other duties as required by the Chief, SCMU.
Required Qualifications: Candidates must possess an advanced university degree in Supply Chain Management, Business Administration, Accounting, Economics, International Commerce, Logistics, or a related field. Additional qualifications such as supply chain management certification from recognized bodies (e.g., ASCM, MCIPS) and project management certifications (e.g., PRINCE2, PMP) are considered assets. Key certifications in insurance management and quality management systems are also advantageous. Candidates should demonstrate a strong understanding of governance, risk management, and compliance within the context of international organizations, particularly in relation to supply chain operations.
Educational Background: An advanced university degree in a relevant field is required, with additional certifications in supply chain management, project management, and insurance management being highly desirable. This educational background equips candidates with the necessary theoretical and practical knowledge to effectively manage supply chain governance, risk, and compliance functions.
Experience: A minimum of two years of progressively responsible experience in supply chain-related Governance, Risk, and Compliance (GRC) at the international level is required. Candidates should have experience working with international NGOs, donors, or regulatory bodies, with a focus on governance and compliance. Experience in managing teams and using Enterprise Resource Planning (ERP) systems is also beneficial. Familiarity with UNFPA's strategic plans and humanitarian initiatives is an asset.
Languages: Fluency in English is mandatory, while working knowledge of another official UN language is considered an asset. This linguistic proficiency is essential for effective communication and collaboration within the international context of UNFPA's operations.
