Job Overview:
The Exercise and Resource Coordination Manager is a pivotal role within SHAPE, focusing on the management and coordination of resources related to collective training and exercises (TREX) across NATO. This position requires a deep understanding of the strategic management processes and the ability to translate TREX policies into sustainable and affordable Military Training and Exercise Programmes (MTEP). The incumbent will work closely with various stakeholders to ensure the effective allocation and management of resources, contributing to the overall success of NATO's training and exercise initiatives. The role also involves maintaining oversight of TREX resources, supporting the Lessons Learned process, and ensuring compliance with NATO directives. The manager will be responsible for developing long-term strategies for resource allocation and will play a key role in advising senior leadership on priorities and resource management.

Duties and Responsibilities:
The incumbent's duties include maintaining expertise in TREX Resources Management across NATO, ensuring the availability of supporting documents, and supporting the Lessons Learned process. The manager will collect and share best practices related to TREX resources and contribute to the refinement of NATO's programming and funding policies. They will ensure the sustainability and affordability of the Military Training and Exercise Programme (MTEP) in close coordination with HQ SACT, translating TREX policies into actionable strategies. The role also involves developing the MTEP Budget, coordinating inputs into ACO’s resource planning process, and acting as a fund manager for specific funds. Additionally, the manager will maintain a comprehensive knowledge of TREX resources, provide updates and assessments, and facilitate information exchange within the NATO TREX Community. The incumbent will also support SHAPE Divisions with TREX resources expertise and participate in the Integrated Resource Management Working Group.

Required Qualifications:
The position requires a minimum of 4 years of managerial experience, demonstrating discretion, judgment, and initiative. Candidates should have experience in Education, Training, Exercises, and Evaluation (ETEE), along with a thorough understanding of strategic political/military operations. Knowledge of resource management, budgetary processes, and risk management is essential. A university degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or a related discipline is required, along with relevant post-related experience. Alternatively, candidates with higher secondary education and advanced vocational training leading to professional accreditation may qualify with additional experience.

Educational Background:
Candidates must possess a university degree in a relevant field such as management information systems, accounting, economics, finance, business administration, public administration, operations research, project management, or a related discipline. Alternatively, higher secondary education combined with advanced vocational training leading to a professional qualification is acceptable, provided the candidate has at least 5 years of post-related experience and 2 years of function-related experience. In cases of ambiguity, job-specific experience will take precedence over standard educational qualifications.

Experience:
The role requires a minimum of 4 years of relevant experience, with a preference for candidates who have 10 years of experience in military staff roles, including positions within military headquarters, agencies, or national Ministries of Defense. Experience in a joint environment and proven senior stakeholder coordination and briefing experience are highly desirable. Candidates should have demonstrated program and budget responsibility, particularly in managing funds for major training and exercise activities from planning through execution.

Languages:
Fluency in English is mandatory, with a required proficiency level of SPL 4343 in listening, speaking, reading, and writing. The work environment at SHAPE is primarily conducted in English, making strong communication skills in this language essential for the role.

Additional Notes:
The contract for this position will be offered according to NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will typically receive a definite duration contract of three years, which may be followed by an indefinite duration contract. The salary will be based on the NATO Grade of the post, with potential allowances based on the selected candidate's eligibility.
