Job Overview: The NATO Support Analyst (CapDev) position is integral to the Capability Development process within NATO's Civil-Military Cooperation (CIMIC) framework. The role involves providing oversight of systems related to data management and operationalization of the NATO CIMIC Analysis and Assessment Capability (NCAAC). The analyst will be responsible for gathering, organizing, and ensuring the accuracy of data inputs that contribute to the development of NATO’s CIMIC database and related tools. This position requires the ability to present findings through various formats, including reports and dashboards, to facilitate informed decision-making. The analyst will also be tasked with ensuring data integrity and compliance with NATO regulations, as well as providing training on data visualization tools. The role demands a proactive approach to data management and collaboration with various stakeholders within NATO and beyond.
Duties and Responsibilities: The incumbent will be responsible for a range of duties including:
Providing data inputs to support the Capability Development process during all phases of NCAAC development, including contributions to the NATO CIMIC database and related tools.
Gathering and organizing data according to CIMIC analysts' requirements, ensuring its accuracy and completeness.
Presenting findings through reports, dashboards, and visual representations to aid decision-making processes.
Ensuring data integrity and the protection of sensitive information in accordance with NATO regulations.
Delivering training for the preparation and delivery of data using visualization tools and dashboards in the NCAAC.
Providing existing data from other Functional Area Systems in ACO and from initiatives by the Resilience Committee in NATO HQ.
Supplying CIMIC data to other Functional Area Systems in ACO as required.
Performing similar duties elsewhere within the organization at the same grade if necessary.
Undertaking temporary duty assignments both within and outside NATO’s boundaries and being willing to work unsocial hours as needed.
Required Qualifications: The position requires several essential qualifications, including:
A minimum of 2 years of post-related experience in information and data management, analytics, or a related field.
Experience managing large and complex data sets, including both structured and unstructured data.
Proficiency in data processing, transformation, integration, and analysis, including cleaning and pre-processing data for statistical modeling.
Familiarity with NATO or national Intelligence Requirements Management and Request for Information processes.
Experience in protecting, managing, and storing sensitive and classified information in compliance with NATO regulations.
Educational Background: Candidates must possess higher secondary education and completed higher vocational training in information technology, economics, statistics, operations research, or a related discipline, leading to a formal technical or professional certification with at least 3 years of function-related experience. Alternatively, secondary education with advanced vocational training in the same disciplines leading to professional qualification or accreditation, along with 5 years of post-related experience, is acceptable. In cases of ambiguity, job-specific experience takes precedence over standard education and training levels.
Experience: The role requires a minimum of 2 years of relevant experience in information and data management, analytics, or a related field. Candidates should have experience managing large and complex data sets and familiarity with data processing and analysis techniques. Experience with NATO or national intelligence processes is also essential.
Languages: Proficiency in English is mandatory, with a requirement of SLP 3333 level in Listening, Speaking, Reading, and Writing. This level indicates a high degree of fluency and the ability to communicate effectively in a professional environment.
Additional Notes: The successful candidate will be appointed as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract under the NATO 2030 Agenda. The position may be subject to extensions based on organizational needs. The salary will be determined by the NATO Grade of the post, with potential allowances based on eligibility.
