Job Overview:
As the Deputy Chief Information Officer at NCIA, you will be at the forefront of NATO's digital transformation, ensuring that the organization's digital enterprise is secure, resilient, and capable of adapting to evolving mission requirements. This leadership role requires a deep understanding of enterprise technology, cyber security, and digital transformation. You will serve as the principal advisor to the CIO on cyber security matters, guiding the implementation of technology and cyber strategies that are crucial for mission success. Your responsibilities will include overseeing the integration of cyber security with enterprise applications, infrastructure, and cloud technologies, ensuring they function as a cohesive ecosystem that delivers value across NATO. You will also be responsible for leading modernization efforts and aligning technology investments with strategic priorities, thereby fostering a high-performing organization that embraces innovation and accountability.

Duties and Responsibilities:
In this role, you will embody the NCIA culture principles of Customer First, Together, and Impact. Your duties will include leading a multicultural and multidisciplinary team, promoting excellence and inspiring work environments. You will represent the CIO in governance bodies and strategic forums, providing executive leadership for the Agency's cyber security and risk management capabilities. You will oversee the implementation of enterprise technology strategies aligned with NATO policies and priorities, ensuring the scalability and resilience of enterprise platforms. Additionally, you will guide the modernization and lifecycle management of enterprise applications, drive digital enablement through automation and emerging technologies, and provide expert advice on technology trends and cyber risks. Strengthening stakeholder relationships and contributing to enterprise governance and organizational transformation will also be key aspects of your role.

Required Qualifications:
To qualify for this position, you must be a senior technology leader with at least 10 years of relevant experience if you hold a Master’s degree, or 15 years if you hold a Bachelor’s degree. Proven experience in a senior IT leadership role within a large, complex technology organization is essential. You should have a strong track record of developing and executing enterprise-wide technology strategies that align with business objectives, as well as experience in delivering large-scale technology transformation programs. A deep understanding of cyber defense capabilities and security methodologies, such as MITRE ATT&CK and Zero Trust, is required. You should also have experience in IT governance, portfolio management, and managing significant operating budgets.

Educational Background:
A Master’s degree in a relevant field is required for candidates with 10 years of experience, while a Bachelor’s degree is necessary for those with 15 years of experience. The educational background should be complemented by extensive knowledge and expertise in technology and cyber security domains.

Experience:
Candidates must demonstrate a minimum of 10 years of relevant experience in complex technical organizations if they hold a Master’s degree, or 15 years if they hold a Bachelor’s degree. This experience should include senior IT leadership roles and a proven ability to deliver large-scale technology transformation initiatives.

Languages:
Fluency in English is mandatory, as it is the working language of NATO. Knowledge of additional languages, particularly French, is considered an asset and would be beneficial in this role.

Additional Notes:
The position offers an initial five-year contract with a competitive, tax-free salary, along with household and children’s allowances. Expatriate staff will receive privileges such as expatriation and education allowances, as well as generous annual leave of 30 days plus official holidays.
