Job Overview:
The TOPFAS OPT Tool Manager is responsible for overseeing the use of the TOPFAS suite at SHAPE and across NATO. This role involves providing essential support to the TOPFAS Functional Manager (FM) and ensuring that the Strategic Operations Planning Group (SOPG) receives the necessary TOPFAS OPT support. The incumbent will also be tasked with delivering training on the TOPFAS OPT tool to SHAPE staff and strategic planning teams. The position requires a deep understanding of NATO's planning processes and the ability to facilitate effective operational planning through the use of the TOPFAS tool. The successful candidate will play a pivotal role in enhancing the capabilities of the TOPFAS system and ensuring its effective integration into NATO's operational framework.

Duties and Responsibilities:
The incumbent's duties include performing the role of TOPFAS Operations Planning Tool (OPT) Tool Manager as per ACO Directive 080 10

• This involves training and supporting Strategic Planning Teams and SHAPE staff in the use of TOPFAS OPT, assisting the TOPFAS FMs in developing requirements, and conducting tests to improve the tool. The Tool Manager will also help prepare planning environments and represent the TOPFAS User Authority within NATO. Additionally, the role requires coordination of all activities related to the utilization of TOPFAS, ensuring that the tool meets the operational needs of NATO forces.

Required Qualifications:
Candidates must have experience in the NATO planning process at either the Strategic or Operational level, along with a solid understanding of NATO structures and responsibilities. Completion of the TOPFAS OPT Course and recent practical knowledge of the tool's application in collaborative operational planning is essential. Previous experience in supporting planning teams, coordinating with stakeholders, and assisting users with planning tools is also required. The ability to work effectively in a multi-national environment and engage with various military and civilian personnel is crucial for success in this role.

Educational Background:
A university degree is required, along with two years of function-related experience. Alternatively, candidates with higher secondary education and completed advanced vocational training leading to a professional qualification or accreditation, combined with four years of post-related experience, will also be considered. The emphasis is placed on job-specific experience over standard educational qualifications in cases of ambiguity.

Experience:
Candidates should possess a minimum of two years of relevant experience in a function related to NATO operations and planning. This experience should include direct involvement in the NATO planning process and familiarity with the TOPFAS OPT tool. The role demands a proactive approach to problem-solving and the ability to work under pressure in a dynamic environment.

Languages:
Proficiency in English is mandatory, with a required Standard Language Proficiency (SLP) level of 3333 in Listening, Speaking, Reading, and Writing. Knowledge of additional languages may be considered an asset but is not mandatory for this position.

Additional Notes:
The successful candidate will be appointed as a Project Linked NATO International Civilian (PLN) with a three-year contract under the NATO 2030 Agenda. Upon the expiration of this term, the position may be deleted or absorbed into the organizational ceiling, pending approval, or may be considered for extension under exceptional circumstances. The salary will be based on the NATO Grade of the post, with potential allowances based on eligibility.
