Job Overview:
The Monitoring and Evaluation Associate will play a crucial role in supporting the monitoring and evaluation (M&E) processes for specific projects, namely 'Organics Mobilized: Accelerating Social Transformation Towards Circular Bioeconomy' and 'City Experiment Fund.' This position requires a strong understanding of M&E frameworks and methodologies, as well as the ability to integrate learning and adaptive feedback into project implementation. The Associate will work closely with the Project Coordinator and other team members to ensure that the M&E activities align with the project’s objectives and contribute to continuous improvement. The role involves developing M&E frameworks, refining indicators, and ensuring that data collection processes are robust and ethical. Additionally, the Associate will facilitate participatory processes and support the documentation of insights from beneficiaries and stakeholders, ensuring that these insights inform project design and policy-making.

Duties and Responsibilities:
The Monitoring and Evaluation Associate will be responsible for a wide range of tasks, including:

• Developing and refining the overall M&E framework for the projects, ensuring alignment with the results framework and Theory of Change.
• Defining and refining indicators, targets, and data collection responsibilities.
• Integrating learning questions into the M&E framework to enable iterative project improvements.
• Capturing user experiences and insights through Human-Centered Design (HCD) methodologies.
• Documenting qualitative insights from beneficiaries and stakeholders to inform project adjustments.
• Developing user-friendly M&E instruments and dashboards for data collection and analysis.
• Analyzing quantitative and qualitative data and translating findings into actionable recommendations.
• Preparing MEL updates and learning notes for internal and donor reporting.
• Supporting the organization of participatory co-design sessions and preparing communication materials. 1
• Assisting with financial monitoring and project reporting mechanisms. 1
• Providing administrative support for project activities, including procurement and recruitment processes. 1
• Engaging in knowledge sharing and capacity building activities relevant to the project.

Required Qualifications:
Candidates must possess a strong background in monitoring and evaluation, research, and data analysis. Required qualifications include:

• A minimum of 7 years of relevant experience with secondary education or 4 years with a bachelor’s degree in a related field.
• Experience with M&E tools and methodologies, both online and offline.
• Proficiency in preparing financial reports and using office software packages (MS Word, Excel, etc.).
• Advanced knowledge of spreadsheet and database management.
• Familiarity with project management and implementation processes.
• Strong analytical skills and the ability to translate data into meaningful insights.

Educational Background:
While secondary education is required, a university degree (Bachelor’s degree) in Social Sciences, Economics, Business/Public Administration, or a related field will be given due consideration. This educational background is essential for understanding the complexities of monitoring and evaluation in the context of development projects.

Experience:
The position requires significant experience in monitoring and evaluation, with a minimum of 7 years of relevant experience for candidates with secondary education or 4 years for those with a bachelor’s degree. Candidates should have a proven track record in conducting M&E activities, data analysis, and project support, demonstrating their ability to contribute effectively to the projects' success.

Languages:
Fluency in English and Armenian is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.
