Job Overview:
The position of Local Consultant is integral to the ELEVATE project, which aims to address the pressing needs of displacement-affected communities in Armenia. Launched in October 2024 and funded by the Korea International Cooperation Agency (KOICA), the project seeks to integrate refugees and marginalized groups into Armenia's economic fabric. The consultant will be responsible for adapting training materials and delivering practical, participatory training sessions focused on financial literacy and inclusion. This role requires a deep understanding of the challenges faced by displacement-affected households and the ability to create accessible and culturally appropriate training content. The consultant will work closely with IOM staff and community members to ensure that the training meets the specific needs of the target audience, which includes displaced persons from Karabakh and local vulnerable community members.

Duties and Responsibilities:
The consultant will undertake several key tasks under the supervision of the Head of Office in IOM Armenia and the Programme Officer. These tasks include reviewing and adapting financial literacy and budgeting materials, developing practical exercises and interactive learning materials, and ensuring that all training content is gender-sensitive and conflict-sensitive. The consultant will deliver 12 one-day training sessions in selected communities, facilitate interactive sessions using adult-learning methodologies, and provide practical guidance on household budgeting, income management, and financial planning. Additionally, the consultant will monitor and report on the training outcomes, document lessons learned, and produce a final training report summarizing activities, participant profiles, and recommendations for future interventions.

Required Qualifications:
Candidates must possess a completed university degree in Finance, Economics, Business Administration, Financial Education, Social Sciences, Adult Education, or a related field. A minimum of three years of professional experience in financial literacy, financial inclusion, or related fields is required. Demonstrated experience in designing and delivering training programs for adults, particularly with vulnerable populations, is highly desirable. Candidates should have proven experience in adapting educational content and developing training materials, as well as strong facilitation and adult-learning skills. Excellent communication and interpersonal skills are essential, along with advanced computer literacy, including proficiency in Microsoft Office applications.

Educational Background:
The educational background required for this position includes a completed university degree in relevant fields such as Finance, Economics, Business Administration, Financial Education, Social Sciences, or Adult Education. This educational foundation is crucial for understanding the complexities of financial literacy and inclusion, as well as for effectively delivering training to diverse audiences.

Experience:
The position requires a minimum of three years of professional experience in areas related to financial literacy, financial inclusion, or household finance. Candidates should have experience working with vulnerable populations, including refugees and displaced persons, and should demonstrate a strong background in designing and delivering training programs for adults. Experience collaborating with public institutions, financial institutions, development agencies, or international organizations is also beneficial.

Languages:
Fluency in Armenian is mandatory for this consultancy, both oral and written. A working knowledge of English is required, while proficiency in Russian is considered an advantage. Language skills will be evaluated during the selection process, which may include written and/or oral assessments to ensure effective communication with participants and stakeholders.

Additional Notes:
The consultancy will require travel to selected communities in Shirak, Lori, Tavush, and Gegharkunik marzes. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work.
