Job Overview: The Learning and Development Consultant (Environmental Sustainability) will play a crucial role in operationalizing and delivering a comprehensive six-module training program aimed at enhancing environmental sustainability practices within UNRWA. This position is designed to lead the rollout of the Environmental Sustainability Training Framework, which is essential for fostering behavioral change among staff and ensuring the practical application of sustainability practices across various operational areas. The consultant will also be responsible for expanding eLearning and blended learning systems, establishing a robust Monitoring, Evaluation, and Learning (MEL) system, and institutionalizing sustainability learning within HR systems and organizational processes. The consultant's work will directly contribute to the Agency's Sustainable Management and Resource Efficient Transformation (UNRWA – SMART) project, which aims to transition towards low-carbon operations and integrate sustainability into all aspects of the Agency's functions.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Operationalizing and delivering a six-module training program tailored for relevant staff groups.
Leading the implementation of the Environmental Sustainability Training Framework to ensure effective training delivery.
Strengthening behavioral change among staff to enhance the practical application of sustainability practices.
Expanding eLearning and blended learning systems to facilitate broader access to training resources.
Supporting the establishment of a comprehensive Monitoring, Evaluation, and Learning (MEL) system to assess training effectiveness and staff engagement.
Institutionalizing sustainability learning within HR systems and organizational processes to ensure long-term integration of sustainability principles.
Building a sustainable Training of Trainers (ToT) system to empower staff to deliver training independently.
Supporting the development and delivery of technical and operational sustainability learning programs across key functional areas such as fleet management, procurement, infrastructure management, travel, and human resources. The success of these initiatives will be measured by training completion rates and surveys assessing changes in staff awareness and engagement regarding sustainability practices.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) from an accredited institution in fields such as engineering, environmental sustainability, renewable energy, energy management, or related technical disciplines. Alternatively, candidates with a bachelor's degree plus two additional years of relevant experience may be considered. A minimum of five years of progressively responsible experience in technical program delivery, particularly in training, capacity-building, or knowledge transfer, is required. This experience should include at least two years focused on environmental sustainability and renewable systems. Additionally, candidates should have at least two years of relevant international experience outside their home country. Demonstrated experience in delivering hands-on, field-oriented training for technical staff is essential, along with sound knowledge of environmental sustainability concepts and strong facilitation and communication skills.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in engineering, environmental sustainability, renewable energy, energy management, or a related technical field. Candidates with a bachelor's degree and additional relevant experience may also be considered. Experience in adult learning, instructional design, or related disciplines is highly valued, particularly if it includes delivering technical training in engineering or environmental sustainability contexts.
Experience: The position requires at least five years of progressively responsible experience in technical program delivery that incorporates training, capacity-building, or knowledge-transfer components. Candidates should have a strong emphasis on practical training in engineering, energy, or environmental sustainability, with at least two years of experience specifically related to environmental sustainability and renewable systems. Additionally, candidates should have two years of relevant international experience outside their home country, which can include work in different cultural and operational contexts.
Languages: Excellent oral and written communication skills in Arabic are highly desirable for this position. Proficiency in English is also beneficial, as it may be necessary for communication with international stakeholders and for accessing relevant training materials and resources.
Additional Notes: The Learning and Development Consultant (Environmental Sustainability) position is expected to last for 12 months, with the possibility of extension based on performance and organizational needs. The consultant will work full-time and should be based in Amman, Jordan, for the majority of the assignment. There may be opportunities for home-based work, subject to negotiation with the supervisor.
