Job Overview:
The consultant will be responsible for developing the 2028 – 2032 Strategic Partnerships for Impact (Resource Mobilization) Strategy for UNICEF Nigeria. This role involves building on the progress made in the current Country Programme and identifying emerging opportunities amid shifting Official Development Assistance (ODA) priorities. The consultant will analyze UNICEF Nigeria's capacity to raise income and leverage resources for children from both public and private sectors. The strategy will focus on identifying untapped funding opportunities and strengthening partnerships to drive resources towards UNICEF's priorities in collaboration with the government. This includes enhancing ODA programs, fostering public-private partnerships, engaging the private sector, advocating for child-friendly investments with international financial institutions, and promoting South-South and Horizontal Cooperation.

Duties and Responsibilities:
The consultant's duties will include conducting a comprehensive analysis of the partner and funding landscape, developing value propositions, establishing multi-year targets and key performance indicators, and preparing implementable resource mobilization roadmaps. The consultant will also be expected to engage with bilateral and multilateral donors, international financial institutions, and development finance institutions to mobilize resources. Additionally, the consultant will facilitate stakeholder engagement, lead strategy-writing efforts, and ensure that the resource mobilization strategy aligns with UNICEF's overall objectives and priorities.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in resource mobilization, strategic partnerships, fundraising, business development, or development finance. They should have demonstrated experience leading comparable strategies or assignments for international development organizations. Applicants must show direct experience in partner and funding landscape analysis, development of value propositions, and preparation of resource mobilization roadmaps.

Educational Background:
An advanced university degree (MA) in finance, development economics, public policy, business administration, international relations, international development, or a related field is required for this position.

Experience:
The position requires at least seven years of relevant experience in resource mobilization and strategic partnerships, with a proven track record of leading similar strategies for international development organizations. Candidates should have experience in analyzing funding landscapes and developing actionable strategies for resource mobilization.

Languages:
Proficiency in English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not explicitly required.
