Job Overview:
The Human Resource Officer - Talent Acquisition will be based in the Cairo Regional Office of WFP and will play a crucial role in supporting people operations within the MENAEE region. This position focuses on Talent Acquisition, Contract Management, and Onboarding, with the aim of identifying, attracting, and acquiring top talent to meet WFP’s strategic goals. The incumbent will work closely with managers to implement HR solutions aligned with WFP's corporate priorities, ensuring a professional and client-focused HR service. The ideal candidate should have a strong passion for talent acquisition and be innovative in introducing new methods for engaging top talent. This role also involves supporting corporate learning and development programs and may include providing remote support to 13 countries in the region.

Duties and Responsibilities:
The duties and responsibilities of the Human Resource Officer include shaping and enhancing effective talent acquisition strategies, utilizing advanced sourcing techniques such as social media, cold-calling, and Boolean searches to identify and attract the best talent. The officer will handle full-cycle recruitment for positions within the MENAEE Regional Office and Country Offices, streamline recruitment processes, and ensure timely hiring. Responsibilities also include researching gender-diverse talent pools, partnering with managers to understand staffing needs, and articulating WFP’s employee value proposition to enhance visibility in sourcing channels. The officer will build partnerships with educational institutions and professional associations to maintain a strong talent pipeline, prepare accurate reports on talent acquisition activities, and contribute to the management of employment relationships by administering contracts and entitlements. Additionally, the officer will support onboarding activities, guide junior staff, and strengthen regional learning and development engagement.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree with additional years of relevant work experience is acceptable. Candidates should have at least five years of experience, including one year of postgraduate professional experience in Human Resources, with a strong focus on recruitment and talent acquisition in an international humanitarian context. Knowledge of the Egyptian and Middle Eastern employment market and best practices in talent acquisition is essential.

Educational Background:
The educational background required for this position includes an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. A first university degree combined with additional years of relevant work experience is also acceptable, demonstrating a solid foundation in HR principles and practices.

Experience:
The position requires a minimum of five years of experience in Human Resources, with at least one year of postgraduate professional experience specifically in recruitment and talent acquisition. Experience in the international humanitarian sector is highly desirable, as it provides context for the unique challenges and opportunities in this field.

Languages:
Fluency in both spoken and written English and Arabic is mandatory for this position. Proficiency in additional languages would be considered an asset, enhancing the ability to communicate effectively in a diverse work environment.
