The consultant will assess the programme's progress against its intended results, objectives, outputs, and indicators, focusing on the effectiveness of interventions in mainstreaming disability inclusion. The review aims to provide strategic recommendations for future sustainability and to document good practices and lessons learned. The consultant will engage with various stakeholders, including government officials and representatives from organizations of persons with disabilities, to gather insights and data for the review. The role requires strong analytical skills, experience in disability inclusion, and the ability to produce high-quality reports that inform future programming and policy decisions.
Duties and Responsibilities: The consultant will be responsible for conducting a learning-oriented end-of-programme review, which includes the following duties:
Assessing overall progress and achievements of the E4I programme against its intended results and objectives.
Evaluating the relevance and coherence of the programme design and implementation approach.
Analyzing the effectiveness of programme implementation, including key achievements and challenges.
Documenting good practices and lessons learned from the programme.
Reviewing sustainability considerations and potential continuation of programme results.
Providing practical recommendations for future programming and resource mobilization.
Conducting consultations and interviews with stakeholders, including government officials and representatives from organizations of persons with disabilities.
Preparing and submitting various reports, including an inception report, interim findings report, and final review report, ensuring they meet the required standards and timelines.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in social sciences, development studies, international relations, public policy, human rights, disability studies, gender studies, law, or related fields. They should have a minimum of 5 years of experience in disability inclusion, inclusive development, and CRPD-related work. Proven experience in drafting human rights reports, programme reviews, or inclusive policy analysis is essential. Candidates should also have experience in capacity development for government organizations and civil society organizations, particularly in disability mainstreaming. Familiarity with UNPRPD frameworks or the UN system is a strong asset. Excellent communication and interpersonal skills, strong analytical and reporting skills, and proficiency in data analysis are required.
Educational Background: The position requires an advanced university degree (Master’s degree or equivalent) in relevant fields such as social sciences, development studies, international relations, public policy, human rights, disability studies, gender studies, or law. This educational background is crucial for understanding the complexities of inclusive development and human rights, particularly in relation to disability inclusion and gender equality.
Experience: Candidates should have a minimum of 5 years of relevant experience in disability inclusion and inclusive development. This includes proven experience in drafting reports related to human rights, conducting programme reviews, and analyzing inclusive policies. Experience in capacity development for government organizations, particularly in the context of disability mainstreaming, is also important. Familiarity with the UN system and frameworks related to disability rights will be considered a strong advantage.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of additional languages, particularly those relevant to the local context in East Timor, would be considered an asset but is not mandatory.
Additional Notes: The consultancy is expected to be conducted over a period of 15 working days, with specific deliverables due at various stages of the review process. The consultant will work under the supervision of the UN Women Monitoring and CoordinationAnalyst and will be required to submit an inception report, interim findings report, and a final review report. Payment will be made upon satisfactory completion of deliverables, with a breakdown of payments linked to the submission of each report. The consultant is expected to use their own computer and cover mobile communication costs, while travel costs during the review process will be covered by UN Women. The position is part-time and involves collaboration with various stakeholders, including government ministries and organizations of persons with disabilities.
