Job Overview: The National Consultant will play a pivotal role in facilitating the UNCT-SWAP Gender Equality Scorecard exercise in Timor-Leste. This consultancy aims to assess the effectiveness of the UN Country Team (UNCT) in gender mainstreaming and promoting gender equality and women's empowerment. The consultant will guide the Inter-Agency Assessment Team (IAT) in identifying areas of success and areas needing improvement regarding gender mainstreaming practices. The consultant will also support the UNCT in developing strategies to meet minimum UNSDG requirements and foster constructive dialogue about gender equality within the UNCT. The position requires a comprehensive understanding of gender issues and the ability to engage with various stakeholders to enhance gender equality initiatives in the country.
Duties and Responsibilities: The consultant will be responsible for leading the UNCT-SWAP Gender Equality Scorecard exercise, which includes several key tasks:
Conducting a background document review and developing an inception report that outlines the methodology, process, data collection instruments, and timeline for the assignment.
Preparing and facilitating a UNCT-SWAP orientation session for UNCT members to introduce the Scorecard exercise, clarify roles and responsibilities, and outline the reporting process.
Assisting and supporting the in-country assessment by preparing and leading orientation sessions for IAT members, mapping performance indicators, and facilitating working sessions with key stakeholders.
Conducting gender analysis of verification documents, completing the rating matrix, and drafting the UNCT-SWAP narrative report.
Facilitating debriefing sessions with UNCT Heads of Agencies to discuss findings and proposed actions, and finalizing the assessment report and action plan based on feedback.
Required Qualifications: Candidates must possess an advanced (Masters) degree in social and political sciences, human rights, gender equality, or a related field. They should have at least 7 years of experience in gender mainstreaming within development programs/projects at both national and international levels. Additionally, candidates should have a minimum of 3 years of experience in results-based management, review, or evaluation. Experience in gender data collection and analysis, including interviews, surveys, and focus groups, is considered an asset. Familiarity with the Gender Equality Scorecard and related reporting is also advantageous.
Educational Background: The position requires an advanced (Masters) degree in relevant fields such as social and political sciences, human rights, or gender equality. This educational background is essential for understanding the complexities of gender issues and the frameworks that guide gender equality initiatives.
Experience: The consultant should have a minimum of 7 years of relevant experience in gender mainstreaming within development programs at both national and international levels. This experience should include at least 3 years focused on results-based management, review, or evaluation, demonstrating a strong understanding of gender issues in various contexts.
Languages: Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
Additional Notes: This consultancy is home-based, but the consultant may be required to travel for official duties as necessary. Travel arrangements will be processed by UN Women in accordance with their Duty Travel Policy. The position is expected to be full-time, and the consultant will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
