Job Overview:
The Finance Associate plays a crucial role in the financial management of the Country Office (CO) by ensuring compliance with UNFPA's financial rules and regulations and utilizing the Quantum ERP system for financial processes. This position requires a deep understanding of financial management principles and the ability to identify opportunities for process improvement to enhance efficiency, transparency, and accountability. The Finance Associate will monitor financial transactions, ensure adherence to corporate financial policies, and provide accurate financial information to support decision-making across various funding streams. The role also involves collaboration with operations, program, and project teams, as well as external partners, to ensure effective financial management and reporting.

Duties and Responsibilities:
The Finance Associate will be responsible for effective financial resources management and accounting, which includes planning, monitoring, and controlling financial resources in accordance with UNFPA rules. Key duties include preparing and monitoring program and management budgets, maintaining rigorous financial monitoring, reviewing and processing financial transactions in Quantum, conducting analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, and preparing accurate financial reports for donors. The Finance Associate will also ensure compliance with financial processes, identify cost-saving measures, monitor financial exception reports, validate payment requests, and maintain internal controls. Additionally, the role involves supporting implementing partners in maintaining financial integrity and tracking audit recommendations.

Required Qualifications:
Candidates must have completed Secondary Level Education, with a Bachelor’s degree in Finance, Accounting, Business Administration, or a related field being an asset. Professional certification or membership in a professional accounting association is also advantageous. The position requires a minimum of seven years of relevant experience in finance and budget management, with proven experience in managing financial policies and processes in development organizations. Proficiency in Microsoft Office applications, particularly Excel and Word, and experience with ERP systems such as PeopleSoft, Quantum, or SAP are essential. The ability to produce analytical reports and communicate clearly is also required.

Educational Background:
The minimum educational requirement for this position is completed Secondary Level Education. A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field is preferred. Additionally, professional certification or membership in a recognized accounting association is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
Candidates should possess a minimum of seven years of relevant experience in finance and budget management. This experience should include a proven track record in successfully managing and implementing financial policies, processes, and systems within development organizations. Familiarity with UN organizations is desirable, as is experience in using ERP systems for financial management.

Languages:
Fluency in English and Tetum is mandatory for this position. A working knowledge of Portuguese is considered an advantage, as it may facilitate communication with various stakeholders and enhance the candidate's effectiveness in the role.
